Staff recommends adoption of the following motion: Move that Council award a
contract to Parsons Electric LLC in the amount of $96,111.00 for construction of an
LED liqhting upqrade to fhe parkinq ram�

Staff has been working wifh Walker Parking Consultants fio develop plans and
specifications for an LED lighting upgrade to the parking ramp. We solicited proposals
from several lighting/electrical contractors and opened proposals on Sept 30. We
received five competitive quotes with Parsons Electric being the lowest cost proposal —
see attached bid tabulation. This projecfi will retrofit existing light fixtures with new LED
fixtures with photocell and occupancy sensors. The lighting upgrade will slightly
increase the level of illumination in the ramp and the adjacent alley; the estimated
energy savings is nearly $10,000 per year. The expected Xcel Energy rebate is about
$5,000. The construction is planned to begin in late October and be completed by
December 18. The ramp will not have to be shut down for this work.

A. The undersigned PROPOSER proposes and agrees, if this Proposal is accepted, to
enter into an Agreement with OWNER in form included in Contract Documents to
complete all Work as specified or indicated in Contract Documents for Contract Price
and within Contract Time indicated in this Proposal and in accordance with Contract
Documents.
B. PROPOSER accepts all of terms and conditions of Request for Proposals.
PROPOSER will sign Agreement and submit Contract Security and other documents
required by City within 15 days after date of OWNER's Notice of Award. This Proposal
will remain open for 60 days after day of Proposal opening.
C. In submitting this Proposal, PROPOSER represents, as more fully set forth in
Agreement, that:
PROPOSER has examined site and locality where Work is to be performed, legal
requirements (federal, state and local laws, ordinances, rules and regulations)
and conditions affecting cost, progress or performance of Work and has made

THIS AGREEMENT made the day of in
the year by Parsons Electric, LLC , hereinafter
called the Contractor, and the City of Hopkins , hereinafter
called the Owner.
WITNESSETH, that the Contractor and the Owner for the
consideration hereinafter named agree as follows:
PbRTICI,E 1. The Contractor agrees to provide all the materials,
equipment and labor necessary for the complete construction of
all the work shown on the drawings and described in the
specifications prepared by the City's engineer for: the Downtown
Parking Ramp lighting retrofit and to do everything required by the
specifications and the drawings.
ARTICLE 2. The Contractor agrees that the work contemplated by
this contract shall be entirely completed on or before December
18, 2015 .
ARTICLE 3. The Owner agrees to pay the Contractor in current
funds for the performance of this contract the sum of ninety six
thousand, one hundred eleven Dollars ($ 96,111.00 ) subject to
the additions and deductions as provided for in the specifica-
tions and to make payments on account of the contract as provided
for in the specifications, except as hereinafter stated:

ARTICLE 4. The Contractor and the Owner agree that the
specifications, drawings, and the bid proposal, together with
= this agreement, form the contract and that such specifications,
drawings, and bid proposal are as fully a part of the contract as
if attached or herein repeated. The Contractor and the Owner
agree that the following is a complete list of the drawings and
specifications:
Project Manual, dated September 15, 2015, and titled "Downtown
Hopkins Parking Ramp Lighting Retrofit
The Contractor and the Owner for themselves, their successors,
executors, administrators and assigns hereby agree to the full
performance of the covenants herein contained.
