Pro�osed Action
Staff recommends the following rnation: Move to ado t Resolution 15�81 a rovin a
concurrent detachm�nt and atinexation of land to and from the cities of St. Louis Fark and
Ho kp ins.
Overview
Japs Olson in St. Louis Park purchased 7630 Excelsior Boulevard. This property has city
boundaries of Hopkins and St. Louis Park thraugh the lot and building. Japs Olson wants to
expand their building, and acquiring 7630 Excelsior Boulevard will allow Japs Olson to
expand. The annexation will allow Japs Olson to expand their building without having a city
boundary through the new addition.
[t �s pxoposed thak St. Louis Park will acquire 7630 Excelsior Boulevard so that the entire laps
Olson property will be located in St. Louis Park. The City of Hapkins will acquire 8050 and
8000 Powell Road and 4103 and 4101 Texas Avenue South. The property owner in St. Louis
Park is aslo aware and in favor of the annexation.

The zoning wili be Business Park and the Camprehensive Plan will be designed �usiness Park.
The property �o the south of the acquired properties is zoned and guided �usiness Park.
• What uses exist on the propexty to be acquired by Hopkins?
SO50 Powell Road has a small part of the building to the south on the lot and tl�e rest is vacant.
8000 Powell Road has an industrial building on the 1at and 4103 Texas Avei�ue South is the
lang narrow parcel to the west that is vacant. 4101 Texas Avenue South is the small triangle to
the northwest anc� is vacant.
� Are utilities affected'?
The only utility in the area is a St. Louis Park waterline in PawelI Road. It will remain a St.
Lo�is Park waterline. There are no other utiliti�s in Pawell Raad.
• What is the timeline?
The City of St. Louis Park vc�ill be acting on the annexatian on �ctober 19. Once the City of
Hopkins acts an the proposal, the paperwark wiIl be sent to St. Louis Park. St. Louis Park will
submit th� paperwork to an Administrative Judge. The timeline far the Judge to sign off an
the annexation is 30-60 days. Once the annexation is approved, the City will zone and �uide
the property business park.

1. Approve the annexation. By approving the annexation, Hopkins and St. Louis Park �wvill
acquire the praposed land.
2, Der�y the annexation. If the �'ity Council considers this alternative, findings wiIl have to be
identified ihat support this a.lternative.
3. Continue for further information. If the City Council indicates that furt�er information is
needed, the item should be continued.

A RESOLUTION FOR CQNCURRENT DETACHMENT
AND ANNEXATION OF LAND TO AND FROM THE
CITIES OF HOPKINS AND ST. LOUIS FARI�
WHEREAS, the City of Hopkins and the City of St. Louis Park desire to adjust the
boundary between the twa cities in the vicinity af Excelsior Boulevard and Powell Road as
depicted on the attached Exhibit A hereto and as legally described herein; and
WHEREAS, the municipal boundary line adjustment will facilitate the physical expansion
of a business located on one of the parcels subject to the adjustment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hopkins,
Minnesota, that:

1. Pursuant to Minn. Stat. 414.06I, Subd. 1(1), the fallowing described lands sha11 be
concuz�-ently detached fro�n the City of Hapkins and annexed to the City of St. Louis Park:
