Subject: Council Report – Dorholt Building (20 Shady Oak Road) Demolition

Bids were opened on the subject project on Thursday, Oct 15 at 3 pm.
We received four bids for the Demolition and Structural Reinforcement at 20 Shady Oak
Rd. This is good news. However, it looks like staff will not be recommending the low bidder
(5 Star Field Services) since they greatly underbid the Schedule B (Structural
Reinforcement) portion of the work. In addition, 5 Star Field Services did not provide a bid
bond, proof of insurance, or acknowledge receipt of Addendum 1. Based on WSB
engineers’ professional judgement the sheet pile wall installation alone is estimated to be
$100,000. Under the circumstances, we do not think it would not be responsible to
recommend a contractor with at total Schedule B bid of $28,600. The other three bids
received were very competitive. The apparent low responsive bidder is Park Construction
with a total bid of $268,000. This project will be funded via proceeds from the Hennepin
County Community Works contributions to the redevelopment associated with the Shady
Oak Road project.
However, the bids are still being analyzed and a City Council report with the consultant’s
report on the bids and a recommendation will be provided at the meeting.
