AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Tuesday, October 20, 2015
CALL TO ORDER
Mayor Maxwell called the meeting to order at 9:54 p.m. Council Members and staff present at
meeting included the following:

The following updates were provided at the meeting:
Planning and Economic Development:
Planning and Development Elverum provided an overview of the Southwest Light Rail Transit
(SWLRT) Operations and Maintenance Facility (OMF).
Mr. Tots Tanaka, Southwest Light Rail Transit (SWLRT) Operations and Maintenance Facility
(OMF) Project Coordinator presented an overview of the OMF. Mr. Tanaka commented that the
design direction of the OMF is based upon staff and Council input.
Ms. Julie Snow, Snow Kreilich Architects, for the SWLRT Project Office presented an overview
of the design process. Ms. Snow discussed the OMF location, site plan, surrounding industrial
buildings, daylight interior, landscape, functions within building and building materials (precast
concrete, aluminum panel, polycarb and glazing). Ms. Snow presented images of the proposed
building and façade.
There was Council discussion regarding storage of train cars, snow storage and energy
efficiency. Mr. Tanaka commented that there would be no outside storage, the entire facility is
fenced and that outside lighting would be in the parking area and for the safety of employees.
Mr. Tanaka commented that staff is working on the solutions for snow storage, the building will
be designed to be energy efficient per state mandates and that a plan is being worked on to utilize
storm water collection for train washing.
There was Council discussion about the timetable, property acquisition, hours of operation and
the importance of a good looking building to attract development around the site. Mr. Tanaka
commented that the OMF would be open for one year in advance of train service and that
property acquisition cannot begin until the second quarter of 2016. SWLRT project staff have
been in contact with area property owners. The OMF will be in operation 24 hours.
Ms. Elverum explained that the concept for the OMF will be presented to the Zoning & Planning
Commission in November. Staff has discussed this with the City Attorney. There was Council
discussion about taking the Zoning & Planning Commission members to the location prior to the
meeting. Ms. Elverum will arrange for a meeting with the SWLRT project office.
City Council:
Council Member Kuznia discussed the Somali Museum event on Saturday, October 24, 5 pm at
Hopkins Center for the Arts.
There was discussion about positive comments from businesses as Council Members delivered
invitations to the Mainstreet Ribbon Cutting event on Thursday, October 22.
Council Member Kuznia commented on the high quality and amenities of the Doran property at
Mill &Main.

There being no further business to come before the City Council and upon a motion by
Cummings, second by Kuznia, the meeting was unanimously adjourned at 10:28 p.m.
