Minutes of the November 17, 2015 City Council Regular Meeting Proceedings HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 17, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, November 17, 2015 at 7:00 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Maxwell called the meeting to order with Council Members Halverson, Cummings, Gadd and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier, Planning and Development Director Elverum, Assistant City Manager Genellie, Finance Director Harkess and Public Works Director Stadler. I.1. Oath of Office for Katy Campbell City Clerk Domeier issued the Oath of Office to Katy Campbell as a newly elected member of the City Council. Mayor Maxwell congratulated and welcomed Council Member Campbell. ADOPT AGENDA MotionSecond by Gadd. by Cummings. Motion to Adopt Agenda. Ayes: Halverson, Cummings, Maxwell, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS III.1. Recognition of Debbie Sperling Mayor Maxwell publically thanked Debbie Sperling, retiring as Executive Secretary, for her years of service to the City of Hopkins. City Manager Mornson recognized Ms. Sperling for her 15 years of service to the City of Hopkins and presented her with a certificate. Ms. Sperling thanked the Council and the City for their support. III.2. Third Quarter 2015 Financial and Investment Report; (Memo) Finance Director Harkess gave an overview of the 2015 Third Quarter Financial and Investment Report. Ms. Harkess discussed the third quarter grants received totaling $141,848, General Fund revenues & expenditures, Special Revenue Fund revenues & expenditures, financial position, Enterprise revenues & expenditures, cash and investments and interest earnings. Ms. Harkess explained that discussions at 2016 Council Work Sessions will include the Arts Center and the utility rate study. The 2016 budget hearing is scheduled for December 1, 2015 at 7 pm. There was Council discussion regarding the 2005B TIF Bond call for the Westbrooke Patio Homes. Ms. Harkess explained that the housing improvement bonds assisted three housing projects in Hopkins with significant capital needs and that the entire responsibility for repayment was on the project homeowners. Ms. Harkess explained that the excess funds are returned to the association for further improvements as required by the original documents. Assistant City Manager Genellie explained that the associations must submit a list of improvements and substantiate the expenditures. Second Reading for Ordinance 2015-1102; (Memo) 8. Approve Third Amendment to Site Lease Agreement between the City of Hopkins and New Cingular Wireless PCS for modifications to their communications facilities at the Blake Water Tower; (CR2015-143) Ayes: Halverson, Cummings, Maxwell, Gadd, Campbell. Nays: None. Motion carried. ANNOUNCEMENTS  Old Fashioned Holiday in Hopkins: Saturday, November 28 – 2 to 5 p.m.  City Manager Mornson updated the Council on the demolition of the Johnson building.  Mayor Maxwell welcomed Council Member Campbell.  Mayor Maxwell wished the citizens of Hopkins a Happy Thanksgiving. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Cummings, second by Gadd, the meeting was unanimously adjourned at 7:32 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
