IV.3. Appointment to the Charter Commission; Domeier (CR2016-004) January 6, 2016 Council Report 2016-004 Appointment to the Charter Commission Proposed Action. Staff recommends adoption of the following motion: Motion to Appoint Andrew Fischer to the Charter Commission. Overview : In September, former Mayor Maxwell received an application from Andrew Fischer to serve on the Charter Commission. Mr. Maxwell recommended appointment of Mr. Fischer because of his service on the Planning and Zoning Commission. Currently the Commission has 10 members and with the addition of Mr. Fischer the Commission will have the required 11 members. With the Council’s concurrence, a letter will be sent to the Chief Judge of Hennepin County recommending that Mr. Fischer be appointed to the Hopkins Charter Commission. Mr. Fischer will be eligible to participate at the annual meeting in April. The Charter Commission is responsible for recommending changes to the City Charter. It consists of 11 members, recommended by the mayor and appointed by the District Court of Hennepin County. Commissioners are appointed for a four-year term. Members must be qualified to vote in the City of Hopkins. Primary Issues to Consider :  The Charter Commission is required to consist of 11 members. With the addition of Mr. Fischer, the Commission will be at capacity.  Former Mayor Maxwell requested the appointment of Mr. Fischer before his term as Mayor ended.
