DECEMBER 15, 2015
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, December 15, 2015 at 7:00 p.m. in the Council Chambers at City Hall, 1010 First
Street South, Hopkins.
Mayor Maxwell called the meeting to order with Council Members Halverson, Cummings, Gadd
and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier,
Planning and Development Director Elverum, Assistant City Manager Genellie, Finance Director
Harkess, Recreation Director Johnson, City Planner Lindahl, Police Chief Reynolds, Fire Chief
Specken, City Engineer Stanley and Public Works Director Stadler.
ADOPT AGENDA
Motion by Cummings. Second by Gadd.
Motion to Adopt Agenda.
Ayes: Halverson, Cummings, Maxwell, Gadd, Campbell.
Nays: None. Motion carried.
PRESENTATIONS
111.1. Friends of the Hopkins Center for the Arts Presentation
Mimi Stewart representing the Friends of the Hopkins Center for the Arts reported that through
the Board of Directors fundraising efforts they have donated the pledged amount of$21,000 to
the City of Hopkins. Ms. Stewart commented that the new Hopkins Scenes Note Cards to
support community arts events at the Hopkins Center for the Arts are available for purchase on
the website: www.hopkinsmn.com/shop.
Mayor Maxwell thanked the Friends of the Hopkins Center for the Arts for the donation.

NEW BUSINESS
V. 1. Approve Lease with Hopkins Historical Society; Mornson (CR2015-100)
City Manager Mornson gave an overview of the purchase of the Masonic Lodge and deed to the
Hopkins Historical Society. Mr. Mornson commented that the lease agreement is an important

piece in order for the Historical Society to acquire grants and secure contractors. Mr. Mornson
gave an overview of the lease agreement and requirements.
There was Council discussion regarding business hours and grant applications. Mr. Mornson
commented that access will be permitted during normal City business hours and that the
Historical Society Board will be writing the grants.
Mr. Rick Brausen and Mr. Jerre Miller, Hopkins Historical Society Board representatives, gave
an overview of the Historical Society and the future project at the Masonic Lodge.
The Council commented on the great opportunity for the Historical Society and City to preserve
the Albert Pike Lodge building.
Motion by Halverson. Second by Gadd.
Motion to Approve the Lease with Hopkins Historical Society and Authorize the City
Manager Signature.
Ayes: Halverson, Cummings, Maxwell, Gadd, Campbell.
Nays: None. Motion carried.
V.2. Approve Final Plans and Order Bids for the 2016 Street and Utility Improvements,
City Project 2015-10; (CR2015-152)
City Engineer Stanley and Mike Waltman, Bolten and Menk, Inc., gave an overview of the 2016
Street&Utility Improvements, project area, scope of the improvements, estimated project costs,
funding sources and project schedule.
Mayor Maxwell commented on the importance of maintaining the City's infrastructure and the
pavement management system.
Motion by Cummings. Second by Campbell.
Motion to Adopt Resolution 2015-097, Resolution Approving Plans and Specifications
and Authorizing Advertisement for Bids, 2016 Street and Utility Improvements, City
Project 2015-10.
Ayes: Halverson, Cummings, Gadd, Campbell.
Nays: None. Abstain: Maxwell. Motion carried.
V. 3. Presentation and Proclamation Honoring Mayor Maxwell
Mayor Maxwell thanked his family their support and commented on the importance of getting
involved in the community and supporting local businesses. Mayor Maxwell commented that he
has been fortunate to work with past Councils, City department heads, City staff, volunteers,
community partnerships and service organizations though out his years on the Council.

City Manager Mornson recognized and thanked the Mayor on behalf of the City employees for
his leadership and years of service. City Council members and community representatives came
forward to recognize and thank Mayor Maxwell for his years of service to the City of Hopkins.
Council Member Halverson recognized Mayor Maxwell's service and accomplishments with a
proclamation declaring Thursday, January 28, 2016 as Gene Maxwell Day in the City of
Hopkins.
ANNOUNCEMENTS
Mayor Maxwell wished everyone Happy Holidays.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Halverson, second by Maxwell, the meeting was unanimously adjourned at 8:20 p.m.
