JANUARY 5, 2016
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, January 5, 2016 at 7:11 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd
and Campbell attending. Staff present included City Manager Morrison, Community
Development Coordinator Beekman, City Clerk Domeier, Planning and Development Director
Elverum, Assistant City Manager Genellie, City Attorney Riggs, Fire Chief Specken and Public
Works Director Stadler.
ADOPT AGENDA
Motion by Kuznia. Second by Gadd.
Motion to Adopt Agenda.
Ayes: Kuznia,Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
PRESENTATIONS
111.1. Check Presentation from FM Global
A representative of FM Global presented a check to Chief Specken and the Fire Department for
fire prevention planning. Fire Chief Specken thanked FM Global for the donation and
commented that a portion of the donation would be used to purchase a tablet to be used during
fire inspections.
Mayor Cummings thanked FM Global for the donation to the City of Hopkins.

PUBLIC HEARING
V.1. Cable Franchise for Qwest Broadband Services, Inc., d/b/a CenturyLink; (CR2016-
003)
Assistant City Manager Genellie gave an overview of the process to award a new cable franchise
in the City of Hopkins. Mr. Brian Grogan, staff attorney for the Southwest Suburban Cable
Commission(SWSCC) came forward to give an overview of the Commission area, key
provisions of the franchise, Federal Cable Act, franchise negotiations and terms, system build-
out, fees, and service to public buildings. The recommendation of the SWSCC is for the City to
grant a cable franchise to CenturyLink.

The Council discussed the cable build-out, contract expectations, timetable and public
information. Mr. Grogan commented that the cables are combination of aerial and underground
and that a percentage of the set up process has already taken place. Mr. Grogan commented that
the contract dictates expectations of CenturyLink and the contract would be effective January
28th if approved. Mr. Patrick Hagerty, CenturyLink representative, commented that residents
would receive direct marketing materials as the franchises are approved.
Mayor Cummings opened the public hearing at 7:37 pm. No residents came forward to address
the Council.
Motion by Kuznia. Second by Campbell.
Motion to close the Public Hearing at 7:37 pm.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
Motion by Halverson. Second by Gadd.
Motion to adopt Resolution 2016-01, Findings of Fact, and Ordinance 2016-1103 for
first reading.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell
Nays: None. Motion carried.
ANNOUNCEMENTS
• Cottageville Park Pavilion—Open House/Public Meeting: Eisenhower Community Center—
Thursday, January 7 from 6:30 to 8 p.m.
• State of the City/Taste of Hopkins Event: Hopkins Center for the Arts—Thursday, January
28, 2016 beginning at 5 p.m.
• Citizens Academy will be held April 7, 14, 21 and 28. Applications are now available on
City's website.
• City Manager Morrison introduced the new City Attorney, Scott Riggs.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Gadd,
second by Kuznia, the meeting was unanimously adjourned at 7:39 p.m.
