Hopkins Youth Hockey Association Request; MornsonHopkins City Council Working Meeting – February 9, 2016 Background: Hopkins Youth Hockey Association (HYHA) & the City of Hopkins HYHA and the City have a long-standing mutually beneficial relationship. The City has granted HYHA permission to operate two charitable gambling sites in Hopkins – Main Street & Tuttle’s. We use the proceeds to support our program and provide scholarships; we also give a portion of the proceeds back to the community. That includes the Hopkins police and fire departments, Hopkins Rotary, Hopkins Area Little League, Raspberry Festival, Friends of the Hopkins Library, Empty Bowls, ICA Food Shelf, Friends of the Hopkins Library, and many others. That benefits hockey, soccer, indoor lacrosse, and other users of the PAV. HYHA is looking to continue that tradition of support with the City. Current Project: Hopkins Pavilion & Central Park Renovation New federal regulations have been implemented regarding the cooling systems for ice arenas. The regulations provide as follows: Jan. 1, 2010: Ban on production, import and use of HCFC-22 and HCFC-142b, except for continuing servicing needs of existing equipment. Jan. 1, 2015: Ban on production, import and use of all HCFCs, except for continuing servicing needs of refrigeration equipment. Jan. 1, 2020: Ban on remaining production and import of HCFC-22 and HCFC-142b. After 2020, the servicing of systems with R-22 will rely on recycled or stockpiled quantities. Jan. 1, 2030: Ban on remaining production and import of all HCFCs. HYHA began having discussions about this issue shortly after the law changed and decided to engage in a feasibility study. Because the PAV is an older facility, with only seasonal ice and seasonal turf, the opportunity to enhance the facility in a comprehensive remodel was explored. Remodeling will already need to occur, to comply with the law, and renovations at the same time would be responsible and cost effective. Options are being explored, the favored of which will convert the current space to year round turf and create a replacement, dedicated sheet of ice to the north of the lobby. There will also be room for seasonal outdoor rec and hockey ice. In addition to upgrading to a more environmentally friendly arena, a remodel will provide the opportunity to obtain a nicer lobby, better viewing and seating, upgraded locker rooms, and other features more consistent with other arenas in the Lake Conference. The City made a $1 million investment in the PAV for the upstairs meetings rooms. An additional $2.4 million has been allocated to address the cooling system issue. In addition, there is the potential for additional funding of up to $400,000 with a 2016 round of Mighty Ducks funding from the State. HYHA hopes the City will maximize the investment already made and make the Pavilion and Central Park a place for the whole community. Next Steps: HYHA appreciates that the City of Hopkins has a number of competing priorities and is in the midst of a park renovation project. We want to promote the PAV expansion to Hopkins residents, schools, and parents as a completely inclusive, community-based facility for: soccer; lacrosse; rugby; Ultimate; baseball; and hockey, as well as an improved Central Park as a community activity and gathering point. The preferred plan (see attached Option O, with year- round turf on current site; dedicated indoor ice; and outdoor skating rink to the north) will cost $9.7 million and so we need to raise at least $7 million. We hope to do this with funding from the school district, corporations, private donors, additional grants, and hopefully an additional commitment from the City. HYHA has met with a number of interested stakeholders. In addition, Don Olson and Steve Stadler have already cooperated with us in providing a Memorandum of Understanding regarding the City’s intention to maintain the facility so that we could apply for a US Bank Place to Play grant (from Vikings stadium funds). We would like to partner with the City, as the LGU, to apply for a Hennepin County Youth Sport Commission grant (Twin ballpark funds) in the fall. Our next step is to meet with the School district, perhaps in a joint working session with this Council, to shore up commitments.
