February 9, 2016 Council Report 2016-017 Approve amendments to 2016-2020 Equipment Replacement Plan Proposed Action. Staff recommends adoption of the following motion: Move that Council approve amendin_c�the 2016-2020 Equipment Replacement Pian to aliow the purchase of a new Utility Locator vehicle and upqraded Water & Sewer utility trucks. Overview. Since she was hired in February 2014, the Public Works -Utility Locator has been using a 2001 Chrysler PT Cruiser as her work vehicle. This vehicle was the old Police Dept Community Service officer vehicle. It has recently been discovered that the vehicle frame is badly corroded and it is not safe to drive. The proposed ERP amendment would allow the purchase of a Ford Transit Connect as our Utility Locator vehicle. The estimated cost is $25,000.00 — this includes a $22,428.00 purchase price + some additional cost to outfit the vehicle with additional hazard flashing lights and shelving/storage. This new ERP vehicle will be funded via the water/sewer fund. It is anticipated that this vehicle will have a 12-year service life. Two water and sewer pickup trucks are scheduled to be replaced in 2016. The current ERP has a cost of $68,200 for the two trucks — they have a 10-year service life. We need to upgrade them from pickup trucks to utility trucks, which mean a fiberglass utility/service body is mounted on the chassis instead of a pickup truck bed. Additionally, one of these will also include a bed-mounted jib crane. The crane is needed to ensure that we can pull a pump from a lift station for emergencies or regular maintenance. It will also be used to handle fire hydrants, pipe sections or other heavy material handling needs of the depar�ment. The amended cost for the two trucks is $108, 000.
