Minutes of the February 16, 2016 City Council Regular Meeting Proceedings HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 16, 2016 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, February 16, 2016 at 7:34 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Community Development Coordinator Beekman, City Clerk Domeier, Planning and Development Director Elverum, Assistant City Manager Genellie, City Attorney Riggs, Fire Chief Specken and Public Works Director Stadler. ADOPT AGENDA MotionSecond by Gadd. by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS III.1. Hopkins Fire Department Annual Report Fire Chief Specken gave an overview of the Fire Department Annual Report. Chief Specken discussed call statistics, Duty Crew hours, fire incidents, fire loss by property and mutual aid given and received. The Hopkins Fire Department average response time is 4.4 minutes. Chief Specken commented that the department is proud of the public education events, the Park Nicollet Home Visit program and Fire Educator of the Year award winner, Fire Inspector Garrett Grniet. The Chemical Assessment Team (CAT), one of the busiest in the state, has received an increase in funding from the State Legislature. Chief Specken thanked the Council, city staff and residents for their support. The Annual Report is available at City Hall, the Fire Department and on the website. There was Council discussion regarding the 16-member CAT team, funding for the Park Nicollet Home Visit program, Santa for Seniors program and current department openings. Chief Specken commented that the department is continuing to seek funding for programs and that recruitment of additional firefighters will begin this spring. Council asked that the Annual Report also be made available at the Hopkins Library. Mayor Cummings thanked the Fire Department for their contributions to the City of Hopkins. Public Works Director Stadler commented that the ERP amendment would allow for the purchase of a needed replacement vehicle for the utility locator and upgrades to two Water and Sewer vehicles. The old utility locator vehicle will go to public auction. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PUBLIC HEARING V.1. 2016 Community Development Block Grant (CDBG) Program Community Development Coordinator Beekman addressed the Council regarding the 2016 Community Development Block Grant (CDBG) program. Hopkins is eligible to receive a preliminary estimate of $113,831 in CDBG funds for the 2016 program year, but is subject to change upon notice from the Department of Housing and Urban Development. Ms. Beekman gave an overview of the intended use of the CDBG funds. A maximum 15% of the CDBG funds can be allocated for social service activities. Staff is recommending that the City propose to fund the Housing Rehabilitation Loan/Grant Program, ResourceWest, Intercongregation Communities Association (ICA) and HOME Line. Ms. Beekman commented that three homes are on the wait list for loans because all the funds were expended last year. Mayor Cummings opened the public hearing at 7:56 pm. Jessica Mickelson, Staff Attorney with HOME Line came forward and gave an overview of Hopkins residents served, the types of services provided and number of calls. Council asked about the amount allocated for HOME Line. Ms. Beekman commented that HOME Line has received $1,000 for each of the last three years. MotionSecond by Halverson. by Kuznia. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 16, 2016 Ms. Beekman discussed the type of housing rehabilitation projects that the funds can be used for and stated that property owners can find out more information on the City website or through printed materials. Ms. Beekman commented that there has been strong interest in the housing rehabilitation loans the last two years. MotionSecond by Gadd. by Campbell. Motion to adopt Resolution 2016-014, Resolution Approving Proposed Use of 2016 Urban Hennepin County Community Development Block Grant Program Funds and Authorizing Execution of Sub recipient Agreement with Hennepin County and any Third Party Agreements. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. NEW BUSINESS VII.1. Development Agreement – Doran 810 (The Moline); (CR2016-018) Planning and Development Director Elverum gave an overview of The Moline Development Agreement that was presented in its entirety at the HRA Special Meeting prior to the City Council meeting. There was Council discussion regarding the $25,000 Art Fund contribution. Ms. Elverum explained that the fund will be used per the Art Fund guidelines and by recommendations of the Art Fund Advisory Group. MotionSecond by Campbell. by Gadd. Motion to adopt Resolution 2016-015, authorizing the execution of a development agreement by and among the City of Hopkins, the Housing and Redevelopment Authority In and For the City of Hopkins, Doran 810 Apartments, LLC, and Doran 810, LLC, and the issuance of Limited Revenue Tax Increment Notes as provided therein. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. ANNOUNCEMENTS  The next Regular City Council meeting will be on Monday, February 29 due to Precinct Caucuses on Tuesday, March 1. See the City website for caucus locations.  Tea and Treasures at Hopkins Center for the Arts on Saturday, February 27, 11 am-4 pm.  2016 Home Remodeling Fair: Eisenhower Community Center, 1001 Highway 7 – Sunday, February 21, 10:30 am to 3:30 pm  Citizens Academy will be held April 7, 14, 21 and 28.
