Three Rivers Park District’s Hennepin County’s Bikeway Grant Request – Lake Minnetonka Regional Trail and Nine Mile Creek Regional Trail Connections; Beekman (CR2016-027)February 29, 2016 Council Report 2016-027 Three Rivers Park District’s Hennepin County’s Bikeway Grant Request – Lake Minnetonka Regional Trail and Nine Mile Creek Regional Trail Connections Proposed Action Staff recommends adoption of the following motions: Move to approve Resolution 2016-022 Supporting Three Rivers Park District’s Application for a Hennepin County Bikeway Grant Request to Complete the Final Gap of the Lake Minnetonka Regional trail along 8th Avenue. Move to approve Resolution 2016-023 Supporting Three Rivers Park district’s Application for a Hennepin County Bikeway Grant Request to Complete the Final Gap of the Nine Mile Creek Regional Trail. Overview Three Rivers Park District has agreed to partner with the City to complete two regional trail gaps in 2017. The first is the Lake Minnetonka Regional trail, which will connect to the Cedar Lake Regional Trail with a two-way cycle track along 8th Avenue as part of the City’s Artery reconstruction project. The second is the Nine Mile Creek Regional Trail, which will connect with an off-street multi-use trail, as part of the City’s reconstruction of 9th Avenue South and 7th Street South. Three Rivers Park District is submitting two applications to the Hennepin County Bikeway Grant Program to assist with the cost of constructing these two trail gaps. The Park District is requesting the City’s support for their grant applications. If one or both of the grant requests are successful, the City would enter into a grant agreement directly with the County and would agree to use the funds to complete the trail gaps as part of the city’s reconstruction projects. Alternatives The Council has the following alternatives: Approve one or both of Resolutions 2016-022 and 2016-023 Approve Resolutions 2016-022 and 2016-023 with changes Deny one or both of Resolutions 2016-022 and 2016-023 and opt not to support the grant requests RESOLUTION NO.2016-022 CITY OF HOPKINS,MINNESOTA RESOLUTION OF SUPPORT FOR THE LAKE MINNETONKA REGIONAL TRAIL HENNEPIN COUNTY BIKEWAY GRANT REQUEST WHEREAS Three Rivers Park District and the City of Hopkins desire to complete the final gap of the Lake Minnetonka Regional Trail along 8th Avenue; WHEREAS completion of the regional trail gap will occur as part of the City’s Artery project; and WHEREAS the Park District is requesting grant funds from the Hennepin County Bikeway Grant Program for the completion of the regional trail gap and, if successful, intends to pass the grant funds directly to the City for its use in completing the regional trail gap as part of the Artery project; and WHEREAS the City supports the Park District’s Hennepin County Bikeway Grant application and agrees to accept said funds and enter into a grant agreement directly with the County if the Park District is successful in its efforts; and WHEREAS the City has the institutional, managerial and financial capability to ensure adequate project administration for any grant funds received; and WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the contract agreements; NOW THEREFORE BE IT RESOLVED that, after appropriate examination and due consideration, the governing body of the City supports the Park District’s Hennepin County Grant Application for the final gap in the Lake Minnetonka Regional Trail and agrees to accept said grant funds and enter into a grant agreement directly with the County, and that the City Manager is hereby authorized to execute such agreements as are necessary to implement the project on behalf of the City, if the Park District is successful in its efforts.
