AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Monday, February 29, 2016
CALL TO ORDER
Mayor Cummings called the meeting to order at 9:23 p.m. Council Members and staff present at
meeting included the following:

The following updates were provided at the meeting:
City Council
• Council Member Campbell commented that her council email is now working.
• Council Member Campbell asked about the Organic Recycling Program. City Manager
Mornson commented that staff would be discussing the recycling contract at the next Council
Work Session.
• Council Member Gadd commented that he appreciates that staff has reworked the timing of
the street reconstruction bidding process in order to get better pricing.
• The Southwest Light Rail Transit (SWLRT) quarterly management meeting has been
rescheduled for April.
• Council Member Gadd attended the Racial Equity Speaker Series and encouraged others to
visit the Race Equity Exhibit at the Minnesota Science Museum. The next speaker series will
be held in Hopkins.
• Council Member Kuznia will be attending the GEARS meeting on Monday, March 7th.
• There was discussion regarding the addition of a flashing yellow turn signal at Blake Road
and 2nd Street NE during the future Blake Road reconstruction project.
• Mayor Cummings commented that the Caring Youth Awards event has been cancelled for
this year. Mayor Cummings will keep the Council updated on future events.
• Mayor Cummings attended the HBCA Annual Meeting. HBCA honored former Mayor Gene
Maxwell.
• Council Member Campbell and Gadd will be attending the March 9 Racial Equity meeting.
• Mayor Cummings commented on a resident complaint about semi-trucks turning around on
5th Avenue and 2nd Street N. City Manager Mornson will inform Public Works Director
Stadler.
• Mayor Cummings met with a University of MN student regarding the city's efforts with
diverse populations.
• Mayor Cummings and City Manager Morrison met with SuperValu and Cargill executives.
SuperValu is concerned about the impacts of the Highway 169 closure and the truck traffic.
Cargill is relocating employees to their Minnetonka location and is actively marketing one of
the Hopkins buildings.
• The Driskills' Downtown Market ribbon cutting and grand reopening event was well
attended.
• Mayor Cummings will attend the Congress of Cities Conference in Washington D.C.
• There was discussion about motions to close Public Hearings. The Mayor can open and
close a Public Hearing.
Administration
• City Manager Mornson commented that the 2016 League of MN Cities conference would be
in St. Paul.
• Interviews of the top three candidates for the Assistant City Manager position will be
Tuesday, March 1, 2016.
• The Police Department completed Liquor Compliance Checks this week.
• Mayor Cummings and City Manager Mornson will not be at the March 8th Work Session.
• City Engineer Stanley and Community Development Coordinator Beekman met with the
City of North St. Paul regarding the Mainstreet reconstruction project.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Kuznia,
seconded by Gadd, the meeting was unanimously adjourned at 9:45 p.m.
