03-15-2016 City Council Meeting HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MARCH 15, 2016 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, March 15, 2016 at 7:07 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Planning and Development Director Elverum, Assistant City Manager Genellie, City Attorney Riggs and Public Works Director Stadler. ADOPT AGENDA Motion by Gadd. Second by Campbell. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATION 111.1. Donations of Funds for Cottageville Park Pavilion Pastor Scott Searl, Shepherd of the Hills Lutheran Church, gave an overview of the collaborative fundraising efforts for the Cottageville Park Pavilion. The Hopkins Noon Time Lions, JCI Hopkins, Shepherd of the Hills Lutheran Church and Hopkins Rotary presented checks in amounts totaling over $26,000. Mayor Cummings thanked the community, school district and local organizations for their support of the Cottageville Park Pavilion. CONSENT AGENDA Motion by Campbell. Second by Kuznia. Second Reading: Ordinances 2016-1108 and 2016-1109—Rezoning for Pavilion, Public Works Building and Fire Station; (Memo) 7. Second Reading: Ordinance 2016-1110—Establishing Zoning for 8050 Powell Road and 4101 and 4103 Texas Avenue South as Business Park; (Memo) 8. Approve Recycling Contact Renewal with Waste Management; (CR2016-034) Mayor Cummings asked about the amendment to the Minnesota Community Solar Garden Agreement. Public Works Director commented that the terms of the agreement have not changed but the timeframe has been extended. Award of Contract— Public Works Building Renovation; (CR2016-032) Public Works Director Stadler gave an overview of the Public Works building renovation. The project focus is the mechanics work area that was not included in the 2003 project. Mr. Stadler discussed the bids, alternatives, proposed funding plan and construction schedule. Mr. Stadler commented on the energy and cost savings associated with the LED lighting conversion. Council asked about the upgrade to the lift. Mr. Stadler commented that the lift upgrade would allow maintenance on heavier equipment. Motion by Gadd. Second by Kuznia. Motion to award a contract to Parkos Construction in the amount of$746,500.00 for renovation of the Public Works building. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. VII.2. Award of Contract—Cottageville Park Pavilion; (CR2016-032) Public Works Director Stadler gave an overview of the Cottageville Park Pavilion construction project. Mr. Stadler discussed the bids, alternates, proposed funding and project schedule. Mr. Stadler reviewed the project renderings. There was Council discussion regarding the roofing shingles, construction disruption, lighting and the contingency funds. Mr. Stadler discussed the cost savings of eliminating premium roof shingles and the skylights. Due to the location of the pavilion there would be minimal disruption to the active areas of the park. Mr. Stadler commented that if the contingency funds are not used they would remain in the Park Improvement Fund. Mayor Cummings commented on the challenges of a community fire pit. Mr. Stadler has been in contact with the Fire Chief regarding codes for recreational fires and that fire pit guidelines would be included for users of fire pit area. The City Attorney commented that the fire pit would be considered a recreational activity and he will investigate the liability issue further. There was Council discussion regarding safety, recreational fires, wood supply, extinguishing of the fire and the community request for a fire pit. Mr. Stadler commented that fire pit guidelines would require users to have a means to extinguish the fire and that the Public Works Department may be able to supply some firewood from tree removals. Mr. Stadler commented that there has been no evidence of misuse in the park to date. Mayor Cummings commented that she is in favor of the Pavilion but not in favor of the addition of a fire pit. Motion to award a contract to American Liberty Construction in the amount of $413,400.00 for construction of the Cottageville Park Pavilion. Ayes: Halverson, Kuznia, Gadd, Campbell Nays: Cummings. Motion carried. ANNOUNCEMENTS World's Shortest St. Patrick's Day Parade: Downtown Hopkins—Thursday, March 17 at 4:30 p.m. starting at Hopkins American Legion and ending at Elks Citizens Academy will be held April 7, 14, 21 and 28. Applications are available on City's website. The next City Council meeting will be on Tuesday, April 5. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Kuznia, second by Campbell, the meeting was unanimously adjourned at 7:53 p.m. OPEN AGENDA— PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
