CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, April 5, 2016 at 7:03 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd
and Campbell attending. Staff present included City Manager Mornson, Community
Development Coordinator Beekman, City Attorney Biggerstaff, City Clerk Domeier, Planning
and Development Director Elverum, Assistant City Manager Genellie, Finance Director Harkess,
City Planner Lindahl, Police Chief Reynolds, Fire Chief Specken, Public Works Director Stadler
and City Engineer Stanley.

PRESENTATION
III.1. Recognition of Jim Genellie
City Manager Mornson recognized and thanked retiring Assistant City Manager Genellie for his
34 years of service to the City of Hopkins. City Manager Mornson acknowledged an award Mr.
Genellie received for Excellence in Labor Relations. On behalf of the Council, Mayor
Cummings thanked Mr. Genellie for his contributions to the city. Mr. Genellie presented a photo
of Mainstreet to the City Council and commented that he has been fortunate to serve the City of
Hopkins, which he is proud to call his hometown.

NEW BUSINESS
VII.1. Resolution Approving an On-Sale Theater Liquor License for Royal Comedy, LLC;
(CR2016-037)
City Clerk Domeier gave an overview of the liquor license request and conditions in the
resolution. The Police Department has reviewed the application and has found no reason to deny
the request. The business owner will be subject to compliance checks and required to attend
liquor control trainings. The liquor license request will be forwarded to the State of Minnesota
for certification. Royal Comedy business owner, Mr. Michael Eldavitch came forward and

addressed the Council. Mr. Eldavitch updated the Council on the remodeling, May 7 opening
and hours of operation. Mr. Eldavitch commented that additional information could be found at
www.royalcomedytheatre.com.

VII.2. Award of Contract - 2016 Mill and Overlay Project, City Project 2016-08; (CR2016-
035)
City Engineer Stanley gave an overview of the Mill and Overlay project and project area. Mr.
Stanley explained the project would be a cost effective benefit by extending the life of the
pavement. The Capital Improvement Plan is funding the cost of the project and no property
owners will be assessed for the project. The low bidder was Valley Paving, Inc.
Council asked about disruption to the neighborhood and timetable. Mr. Stanley explained that
homeowners would have access to the area throughout project and residents would be notified
regarding any interruptions. Mr. Stanley explained that the contractor will begin the project after
the Hobby Acres Garage Sale in May and be completed prior to the start of the school year.
Mayor Cummings thanked the staff for respecting important events when scheduling street
projects.

VII.3. Shady Oak Station Area Development Strategy and Zoning Regulations Process
(CR2016-040)
City Planner Lindahl and Community Development Director Beekman gave an overview of the

purpose and main components of the Shady Oak Station area Development Strategy. Mr. Lindahl
reviewed the previous planning and public engagement process. The next steps will include
drafting of zoning recommendations and a joint powers agreement for Hopkins-Minnetonka to
review projects in the station area. Staff anticipate completing the work by the end of 2016.
Council Member Gadd commented that the vision of the plan would improve areas in both
communities. Mayor Cummings asked staff to be aware of the area nonprofits during the
planning process.

to adopt City Council Resolution 2016-035, accepting the Shady Oak Station
Area Development Strategy and directing staff to prepare related zoning regulations.

VII.4. A Subdivision Ordinance Text Amendment Related to the Waiver of Plat Standards;
(CR2016-039)
City Planner Lindahl gave an overview of the staff report regarding text amendments and
updates to simplify the administrative subdivision and lot consolidation review process. The
proposed changes are consistent with the City’s Comprehensive Plan. Mr. Lindahl explained that
the Planning and Zoning Commission reviewed the ordinance and had concerns about
eliminating the public hearing process. Mr. Lindahl explained that eliminating the public hearing
would only be for a limited type of application and applications not meeting the standards would
continue to go through entire application process.
There was Council discussion regarding the application process. Mr. Lindahl explained that the
process would be simplified for residents but larger projects and variances from the standard
would continue to go through the entire process including the public hearing.

to adopt Resolution 2016-034, recommending the City Council approve
Ordinance 2016-1111, amending Sections 500 of the City Code related to waiving of plat
standards.

ANNOUNCEMENTS
Citizens Academy will be held April 7,14, 21 and 28. Graduation will be held on May 3.
Hennepin County State of the County: Hopkins Center for the Arts – Tuesday, April 19 at
8:15 a.m. The meeting is open to the public.

ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Gadd,
second by Kuznia, the meeting was unanimously adjourned at 7:46 p.m.
