CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, April 19, 2016 at 7:00 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd
and Campbell attending. Staff present included City Manager Mornson, Community
Development Coordinator Beekman, City Clerk Domeier, Planning and Development Director
Elverum, Assistant City Manager Lenz, City Attorney Riggs, Public Works Director Stadler and
City Engineer Stanley.
ADOPT AGENDA
Motion by Kuznia. Second by Gadd.
Motion to Adopt Agenda without the Meadowcreek Golf Course and Minnehaha Creek
Renovation Project presentation.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.

Mayor Cummings asked about the Farmers Market agreement. Planning and Development
Director Elverum commented that staff is continuing to discuss with Farmers Market
representatives about the possibility of expansion of locations and times. The Farmers Market
located at Downtown Park, 16-9th Avenue South, begins mid-June on Saturdays, 7:30 am-12 pm,
featuring locally grown produce.

VII.1. Award of Contract: Oakes and Valley Park Shelter Renovations; (CR2016-042)
Public Works Director Stadler gave an overview of the contract for shelter renovations at Oakes
and Valley Park. The projects are part of the Hopkins Park Reinvestment Plan and are the last
projects for this calendar year. Mr. Stadler gave an overview of the bids. Staff has reviewed the
low bid contractor qualifications and has received good feedback about the contractor from the
Three Rivers Park District. Staff would like to include two alternates in the bid; additional
outdoor lighting and full replacement of the picnic shelter at Oakes Park. Mr. Stadler gave an
overview of the project site plans and explained that the renovation of the shelters will be a nice
visual enhancement and provide year-round function for park users. Mr. Stadler reviewed the
project costs, funding source and project schedule. The project is scheduled to begin after the
summer park programs with completion by November 1. The City Attorney has reviewed the
final contract documents.
There was Council discussion regarding the need for full replacement of the Oakes Park Picnic
shelter, park lighting and restroom hours. Mr. Stadler explained that the current picnic shelter at
Oakes Park is 30+ years old with a broken slab and needed roof replacement. The new picnic
shelter will be slightly larger and would include electricity and lighting. The new path lighting is
making use of salvaged and refurbished poles from the Mainstreet project. The downcast LED
lighting would be an added safety feature. Mr. Stadler explained that the co-ed restroom will
have electronic timed doors and will be open during park hours. Mr. Stadler commented that the
construction area will be fenced and should not interfere with the playground area.
Mayor Cummings asked about the addition of a Little Library box at the park. Mr. Stadler
commented that a Little Library has been ordered for Cottageville Park and would be considered
for installation at the other parks.

Motion to award a contract to K.A.Witt Construction in the amount of$ 572,326 for
construction of the Oakes and Valley Park Shelter Renovations.

VII.2. Award of Contract: VFW and Syndicate Sales Parking Lot Project, City Project 2016-
07; (CR2016-043)
City Engineer Stanley gave an overview of the project background and construction contract.
Mr. Stanley explained that the low bid by Northwest Asphalt, Inc. was approximately 25%
below estimate. Mr. Stanley gave an overview of the project area and schedule. Staff has been in
contact with the properties involved.
Council thanked staff for their hard work coordinating the project.

VII.3. Resolution Accepting Southwest LRT Corridor Housing Strategy; (CR2016-045)
Community Development Coordinator Beekman gave an overview of the Southwest LRT
Corridor Housing Strategy. The purpose of the strategy is to offer a full range of housing
choices along the corridor. The strategy is a tool for communities to use for future planning.
There was Council discussion about how the strategy will be implemented in Hopkins. Ms.
Beekman explained that the strategy would be used as a guideline for future planning and an
important tool when reevaluating the Comprehensive Plan. The planning work for the strategy
involved community engagement and school district input.
Motion by Halverson. Second by Gadd.
Motion to adopt Resolution 2016-039, Resolution Accepting the Corridor Housing
Strategy.
Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell
Nays: None. Motion carried.
ANNOUNCEMENTS
• Townhall Meeting on Drug & Teens at Hopkins Center for the Arts: Monday, April 25 from
6:30 to 8:15 p.m.
• City Manager Mornson welcomed Ari Lenz as the new Assistant City Manager.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Gadd,
second by Kuznia, the meeting was unanimously adjourned at 7:37 p.m.
