Parking Ramp Restoration project
Staff recommends adoption of the following motion: Move that Council award a contract to
Project Restorations, Inc. in the amount of $ 343,479.00 for repairs and restoration of the
Hopkins Parking Ramp.
Overview
Bids were opened on May 12, 2016 for restoration work in the parking ramp. We received four
bids for the work. The low bidder was Project Restorations, Inc. of Saint Paui, MN with a total
bid of $ 343,479.00. The next lowest bidder was Paragon Restoration II at $ 365,084. ihe
engineer's estimate was $324,800. See attached bid tabulation. After review of the bid and
positive past experience with this contractor, the engineer fully supports an award to I'roject
Restorations, I nc. �

Issues to Consider
• Contractor qualifications
Project Restorations, Inc. specializes in historical and concrete structure restoration work. They
have been in business in the Twin Cities area for five years. The consulting engineer, Carl
Schneeman, Walker Parking Consultants has completed several successful ramp restoration
projects with Project Restorations.
• Proposed project funding
The total project budget would be as follows:
Total bid: $343,479
10% contingency: $34,348
Admin & Arch/Eng fees: $30,500
Total Project Cost: $408,327
• Project Schedule
Construction is anticipated to start on/about May 31, 2016.
Construction completion is September 30, 2016.

THIS AGREEMENT made the day of in
the year 2 O l 6 by Proj ect Restorations , Inc ., hereinafter called
the Contractor, and the City of Hopkins, MN, hereinafter called
the Owner. ,
WZTNESSETH, that the Contractor and the Owner for the
consideration hereinafter named agree as follows:
ARTICLE 1. The Contractor agrees to provide all the materials,
equipment and labor necessary for the complete construction of
all the work shown on the drawings and described in the
specifications prepared by the City' s arch.itect/engineer for :
Downtown Hopkins Parking Facility 2016 Restoration project
and to do everything required by the specifications and the
drawings.
ARTICLE 2. The Contractor agrees that the work contemplated by
this contract shall be ent.irely completed on or before September
30, 2016.
ARTICLE 3. The Owner agrees to pay the Contractor in current
funds for the performance of this contract the sum of Three hun-
dred forty three thousand four hundred seventy nine dollars
( $343, 47 9 . 00 )
subj ect to the additions and deductions as provi.ded for in the
specifications and to make payments on account of the contract as
provided for in the specifications.

ARTICLE 4. The Contractor and the Owner agree that the
specifzcations, drawzngs, and the bzd proposal, together with
this agreement, form the contract and that such specificatzons,
drawings, and bid proposal are as fully a part of the contract as
