CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, May 3, 2016 at 7:03 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd
and Campbell attending. Staff present included City Manager Mornson, Community
Development Coordinator Beekman, City Clerk Domeier, Assistant City Manager Lenz, City
Planner Lindahl, Police Chief Reynolds, Fire Chief Specken and Public Works Director Stadler.
ADOPT AGENDA
Motion by Kuznia. Second by Gadd.
Motion to Adopt Agenda.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
PRESENTATIONS
111.1. Citizens Academy Graduation; (Memo)
City Manager Mornson recognized the Citizen Academy graduates. The Council presented the
graduates with a diploma, Hopkins History book and the book "Love Where You Live" by Peter
Kageyama. Mayor Cummings thanked the graduates and encouraged them to continue to stay
involved and be ambassadors of the City of Hopkins.
111.2. Donation of Funds for Cottageville Park Pavilion; (Memo)
Ms. Ann Beuch and Pastor Scott Searl presented a $5000.00 check to the Council for the
Cottageville Park Pavilion project. Mayor Cummings thanked all the groups for their
collaborative efforts towards the development of Cottageville Park.
CONSENT AGENDA
Mayor Cummings asked about Consent Agenda item#6. Public Works Director Stadler
commented that the amendment is to revise the fees to flat fee structure in order recapture costs
to do abatement of weeds and tall grass. Mr. Stadler explained that approximately 150 notices
are issued each year and approximately 20 properties require abatement. The properties are
identified by a combination of citizen complaints and staff observation. The property owners are
given written notification and seven days to resolve the issues prior to abatement.
Motion by Campbell. Second by Kuznia.

for Abatement of Tall Grass, Weeds and Encroaching Brush; (CR2016-048)

Nays: None. Motion carried.
NEW BUSINESS
VII.1. Preliminary/Final Plats—7630 Excelsior Boulevard, Japs Olson Property; (CR 2016-
047)
City Planner Lindahl gave an overview of the Japs Olson Property and land swap with the City
of St. Louis Park. Mr. Lindahl explained that the Planning and Zoning Commission reviewed the
application and received no public comments. The Planning and Zoning Commission discussed
future street maintenance and assessments. Mr. Lindahl explained that the cities of Hopkins and
St. Louis Park would work cooperatively to address street issues. Mr. Lindahl explained that the
City of St. Louis Park has approved the plat and that Hennepin County has requested Hopkins to
be a signature on the plat. The City Attorney has reviewed the resolution and has made language
recommendations. The resolution will be based upon approval by the City Attorney.
Motion by Kuznia. Second by Campbell.
Motion to adopt Resolution 2016-40, approving the preliminary and final plats of Japs
Olson Addition and accepting dedication by easement of the abutting portion of Powell
Road.
Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell
Nays: None. Motion carried.
ANNOUNCEMENTS
• Girls on the Town: Starts at Hopkins Center for the Arts, 1111 Mainstreet—Saturday,
May 7 — 10 a.m. to 3 p.m.
• Hopkins Race & Equity Initiative: Eisenhower Community Center—Wednesday May 18 —
6:30 to 8 p.m.
• Mainstreet Days: Saturday, May 21 —9 a.m. to 4 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Gadd,
second by Halverson, the meeting was unanimously adjourned at 7:40 p.m.
