The project will involve mill and overlay of the pavement, modifications to free-right tapers, ADA improvements, drainage improvements, and access consolidation. MNDOT staff will be present at the work session to present the project, discuss impacts specific to Hopkins, and answer questions. The last overlay was completed in 2000 and the pavement has longitudinal cracking issues and potholes forming, leading to public complaints and extensive patching by maintenance forces. Along with the pavement, the drainage system is in need of repair to ensure proper drainage and extend the life of the structures. Safety concerns include 2 right-in-only access points and several free-right turns with short acceleration tapers. These concerns have led to safety problems. Pedestrian facilities do not meet current ADA standards and will be brought into compliance. Construction Letting: $ 5,700,000 $ 5,600,000 Other Construction elements: $ 0 $ 0 Engineering: $ 1,000,000 $ 1,100,000 Right of Way: $ 0 $ 0 Total: $ 6,700,000 $ 6,700,000 Project Description: 4” medium mill and overlay, drainage, pedestrian ramps, APS Upgrades, access closures, and geometric changes to free-right tapers Intersection Improvements: Hopkins  ADA improvements at Hopkins Crossroads, 12th Street, and Oakridge Road/5th Avenue.  Eliminate northbound free right on 5th Avenue and straighten right turn lane.  Remove right-turn only exit from westbound Highway 7 to the north Highway 7 service road, just west of Oakridge Road/5th Avenue. St. Louis Park  ADA improvements at Aquila and Texas Avenues.  Remove ramp from southbound Aquila Avenue to westbound Highway 7. Add island and free right turn on southbound Aquila Avenue to Highway 7.  Straighten free-right turn lane from southbound Texas Avenue to westbound Highway 7.  Remove right-turn only exit from westbound Highway 7 to the Shoppes at Knollwood.
