Minutes of the June 21, 2016 City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 21, 2016 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, June 21, 2016 at 7:01 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Planning and Development Director Elverum, Finance Director Harkess, Assistant City Manager Lenz, City Attorney Riggs and Public Works Director Stadler. ADOPT AGENDA Motion by Kuznia. Second by Halverson. Mayor Cummings commented that the donation of the Fort Snelling Flag presentation would be rescheduled for July. Motion to Adopt Agenda without the Presentation #3. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS III.1. Ukraine Youth Forum/Sister City Reaffirmation Presentation City Council Member Gadd gave an overview of the Ukraine Youth Forum. Karla Hill introduced the group members and gave a history of the 2016 Youth Leadership Engagement & Development Program. Council Member Gadd read the proclamation reaffirming the sister city relationship with Boryspil, Ukraine III.2. Raspberry Festival Presentation Hopkins Raspberry Festival president Charlie Yunker gave an overview of the 2016 Hopkins Raspberry Festival events, July 9-17. Mr. Yunker thanked the Council and staff for their support of the Hopkins Raspberry Festival. Mayor Cummings thanked the festival volunteers for all their hard work. CONSENT AGENDA Motion by Gadd. Declaring the Official Intent of the City of Hopkins to Reimburse Certain Expenditures from the Proceeds of Bonds to be Issued by the City; (CR2016-066) 5. Approve Agreement with Hennepin County for Assessing Services; (CR2016-067) HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 21, 2016 Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. NEW BUSINESS VII.1. First Reading: Approve Amendment of City Code Section 820 in regard to Maintenance of Vegetation; and Approve Adoption of Resolution 2016-047 Endorsing “Pollinator-Safe” Policies and Procedures; (CR2016-068) Public Works Director Stadler gave an overview of the amendments to the City Code and the resolution of the pollinator-safe practices. Council Member Campbell asked about the list of native and naturalized pollinator-safe plants. Mr. Stadler commented that staff is putting together the list of plants and will make it available on the city website. Council Member Kuznia commented that the amendments better define planting areas. Motion by Campbell. Second by Halverson. Motion to Adopt for first reading Ordinance 2016-1112, amending City Code 820; and, approve the adoption of Resolution 2016-047, endorsing “Pollinator-Safe” policies and procedures. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. VII.2. Resolution Approving Transfer of Excess Fee Revenues to Westbrooke Patio Homes; (CR2016-065) Finance Director Harkess gave an overview of the excess fee revenues that were a result of refinancing of bonds at a lower interest rate. The funds will be used for Westbrooke Patio Home improvements as outlined in the original agreement. Mr. Scott Madsen, Westbrooke Patio Homes President, addressed the Council regarding the improvements and project replacement area. Council commented on the importance of maintaining the housing stock. Motion by Gadd. Second by Kuznia. Motion to Adopt Resolution 2016-048 transferring excess Revenue Fees to Supplemental Project Funds. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. VII.3. Award Sale of Bonds – G.O. Improvement Bonds Series 2016A; (2016-069) In addition to Finance Director Harkess, a representative present for the item was Jason Aarsvold, Ehlers, Inc. Mr. Aasrvold gave an overview of the bond sale and bids. The bond sale HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 21, 2016 reaffirmed the City’s AA+ rating. Motion by Gadd. Second by Halverson. Motion to Adopt Resolution No. 2016-050 awarding the sale of General Obligation Improvement Bonds, Series 2016A, in the original aggregate principal amount of $4,335,000; fixing their form and specifications; directing their execution and delivery; and providing for their payment. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. VII.4. Award Sale of Bonds – G.O. Tax Abatement Bonds, Series 2016B; (CR2016-070) Jason Aarsvold, Ehlers Inc., gave an overview of the Tax Abatement bond sale and bids. There was Council discussion regarding bidders and interest rates. Mr. Aarsvold provided an explanation of the bidder process and low interest rates. Motion by Kuznia. Second by Campbell. Motion to Adopt Resolution No. 2016-051 awarding the sale of General Obligation Tax Abatement Bonds, Series 2016B, in the original aggregate principal amount of $1,630,000; fixing their form and specifications; directing their execution and delivery; and providing for their payment. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. ANNOUNCEMENTS  Hopkins Area Sewer Improvements Project Public Open House: North of Oakes Park at 402 Hiawatha Ave. –Wednesday, June 29 – 5 p.m. to7 p.m.  Art from the Attic Event: Hopkins Center for the Arts –Saturday, July 9 –10 a.m.to 3 p.m. A Poet Wagon will be at the event and will give people a chance to express “what you love about Hopkins.”  The next City Council Regular Meeting will be held on Tuesday, July 12. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Kuznia, second by Gadd, the meeting was unanimously adjourned at 7:46 p.m. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 21, 2016 OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
