2017 Burnes Park Improvements; Stadlerublic orks e artment p To: Honorable Mayor and Members of the City Council Copy: Mike Mornson, City Manager . F _ - ,., r , From: Steven J. Stadler, Public 1/Vorks Director `` Date: Subject: July 13, 2016 2017 Burnes Park Improvements Staff would like to complete its preliminary design work on the proposed 2017 Burnes Park improvements and prepare for public outreach this fall to present the improvement plans. Accordingly, at this work session we will present the slightly revised site plans and more detail on the splash pad design. The Burnes Park Improvements Project Design Manager, Roland Aberg, Hart-Howerton, Ltd. and Jeff Corniea, Commercial Recreation Specialists (representing Vortex Aquatic Structures Intl.) will join staff in presenting the plans and discussing the proposed improvements. The proposed improvements to this park remain much the same as originally presented. However, we have changed the plans to include refurbishing the existing warming house and continuing to use ifi rather than demolishing it. The new picnic pavilion and restroom facility would then be designed specifically to support the adjacent splash pad and play areas. We will show, and provide copies at the work session, a Powerpoint presentation which will include son°e updates to the attached supporting documents. MINNETONKA MN 55345 Study Background The City of Hopkins has hired the firm Hart Howerton to plan a major renovation of Burnes Park. The existing warming structure on the south side of the park is slated for demolition as part of this renovation. Park plans include a new program building for the park that would provide the warming function for winter skating. The existing warming structure houses the water service and electrical service serving the park along wih single user men's and women's toilet rooms, and a small warming space. This study addresses the question of possibly retaining this structure and performing appropriate repairs and improvements. This would save demolition costs bui would incur the cost of required upgrades. Study Scenarios A. Hopkins Public Warks Maintenance Building. Scenaria A would convert the building to a service building for public works staff use. This scenario assumes the building would not be heated in rniinter. The wood infill walls would be replaced with single wythe rock-faced concrete block with a pair of barn doors on fihe park side to facilitate storage and a service door on the street side. The roof would be replaeed with a standing seam metal roof. The toilets rooms would remain as they are. The water service, irrigation, and electrica! services would continue o serve park demand. B. Warming Hut Remodel. Scenario B would involve additional improvements to the building to allow it ta continue serving as the skating warming hut. This would remove this function from the program for the proposed building. The building would continue fio be heated. lmprovements would include ADA compli- ance for the toilet rooms and service room door and at least cosmetic improvemenfis o the warming space. Energy code eompliance would involve the wood infill walls being replaced with double-wythe concrete block, rack-faced on the exterior with rigid insulation between, painted on the interior with new enrance exit doors. The roof woul be replaced with a standing seam metal roo installed over a new insulation layer. The water service, irrigation, and electrical services would continue to serve park de- mand. As an option, the tailet rooms could be made accessible from the exterior of the building for summer use. C. Demolifiion. Remove structure and cap utiliiies. Study Objective The goal of ihis study is to provide the City of Hopkins with cost estimates of each of these scenarios so that knowledgeable decisions can be made regarding the future of this struciure. 151 19 Minnetonka Boulevard Suite 100 s Minnetonka MN 55345 E-mail: jalarch97@gmail.com • 952-201-6076 , / . Plan North 4 Existing Building This structure consists of wood roof supported by corduroy-faced CIVll1 wa[fed, enclosed spaces a either end. The westerly space is a service room containing the electrical panel and the valve assembly fior a 3" water servic. The easterly portion contains two mirror imaged toilet rooms each containing a wall-mount sink and wall-rnount toilet. The exterior CMU is raw concrete block that may or may not have been sealed. The interior CMU is finished with a gloss paint ofi unknown compositiona The current structure shows evidence of originally being open through the center between the end structures. The easterly end appears to have been enlarged wih matching eMU to create the toilet rooms. At some time the center space was enclosed with a wood -framed sysem wih painted panel faces. Composition of these face panels is not known. These walls have a small window and two doors on the north side and a small windaw on the south side. . Concrete aprons along the north and south sides are depressed from 4-7 inches below the concrete floor and are also depressed below surrounding grades. A rough asphalt ramp has been installed outside of the N E door. The roof appears to be constructed of 3%" tongue and groove wood decking on 5 1/8" glu-lam beams at the ridge and over the side-walls. The roof may have minimal insulation. The asphalt shingle roofing is in need of replacement. Children have been throwing shingles to the ground around the building. The building is heated bymeansof a small gasfired ceiling-hungfurnace similartothosefound in garages. 2 Scenarios A & AB1 AB2 AB3 AB4 AB5 AB6 AB7 :-T AB - -'' AB4 '=` t AB3 ` . , ;.. '' 1 .`i, B5 .ET 1 .,,:; - - :.; , — B2 i ., : B► f `~` 1 4 I - ,.,, -,--- ..— , . , -- — B6 . ,. - ;. i , t : % ` ,. -- B' , I /'y' _ j` / .` B2 `1' ,';` _ . ;.`` B rJ .l \ / ` •R`, ' / ,, `\\ ``\, ;:. / ` I t AB1 ■ ' 1 /8 _ , _„ Plan North 4 Remove concrete apron Remove frame wall infiil with doors, frames, windows Remove fascias & trim from eave Remove roofing down to t&g decking Cut out door &:Frame - enlarge masonry opening to 3'-4" wide Remove light fixture - wiring to remain Remove expanded metal pipe cages Scenario B only B1 Remove wall lavs & toilets. MINNETONKA MN 55345 The City of Hopkins is planning a major renovation of Burnes Park. The original feasibility report identified work required to upgrade the existing warming structure in the park to ADA compliance in order for it to continue to serve as the skating warming hut. This supplement identifies interior outfitting required for the warming function and also identifies modifications that would permit summer access to the toilet rooms while the other areas or the building remain locked. r.---_________..._._._____--------.---____ ADD TEMPERED - - - ADD DOOR & GLASS WINDOW - "- . STOOP FOR ! - . . . . .- . , ; ,', . . ,: . , .
