Minutes of the July 12, 2016 Regular Meeting Proceedings HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 12, 2016 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, July 12, 2016 at 7:03 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier, Planning and Development Director Elverum, Fire Fighter Inspector Grniet, Finance Director Harkess, Assistant City Manager Lenz, Fire Chief Specken and Public Works Director Stadler. ADOPT AGENDA MotionSecond by Gadd. by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS III.1. Donation of Fort Snelling Flag Mr. Allan Johnson, Hopkins resident and representative of Fort Snelling Memorial Rifle Squad presented an American Flag and book to the City of Hopkins. On behalf of the Council, Mayor Cummings thanked Mr. Johnson for the special gifts in honor and support of our veterans. III.2. CenterPoint Energy Grant; Specken (Memo) A representative from CenterPoint Energy presented the Fire Department with Community Partnership Grant funds in the amount of $2,000.00 to purchase gas monitors. Mayor Cummings and the Council thanked CenterPoint Energy for the grant funds and their investment in the City’s infrastructure. III.3. Second Quarter 2016 Financial and Investment Report; (Memo) Finance Director Harkess reviewed the Second Quarter Financial and Investment Report with the Council. Ms. Harkess gave an overview of the General Fund revenues & expenditures, overview of the 2016 year-to-date grants received totaling $410,737, the Special Revenue Fund revenues, expenditures & financial position, an overview of the Enterprise Fund revenues & expenditures and the cash & investment balance & earnings as of June 30, 2016. Ms. Harkess reviewed upcoming projects including updating the Utility Rate Study, 2017 budget review & approval process, Financial Management Plan update and annual auditors report to be presented at the first City Council meeting in August. Nays: None. Motion carried. NEW BUSINESS VII.1. Approve Engineering Services Agreement – Lift Station No. 7 Rehabilitation; (CR2016-073) Public Works Director Stadler gave an overview of the Lift Station No. 7 rehabilitation engineering agreement. Mr. Stadler explained that Lift Station No. 7 is 40 years old and is the largest station, which is located in Valley Park. The project is needed due to the aging and design of the facility. The new station will be a reliable, safer, easier to maintain facility. Council asked about the engineering firm. Mr. Stadler explained that AE2S, Inc. specializes in treatment plants. Motion to Approve an engineering services agreement with AE2S, Inc. for the rehabilitation of sanitary sewer lift station no. 7 and authorize the City Manager to execute the agreement in the amount of $70,088. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried.
