CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Monday, August 1, 2016 at 7:05 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd
and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier,
Planning and Development Director Elverum, Assistant City Manager Lenz, City Attorney
Riggs, and Public Works Director Stadler.
ADOPT AGENDA
Motion by Kuznia. Second by Gadd.
Motion to Adopt Agenda.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
PRESENTATIONS
111.1. Oath of Office — New Park Board Member Fozia Ali
City Clerk Domeier issued the Oath of Office to incoming Park Board member Fozia Ali. Ms.
Ali thanked the Council for the opportunity to serve the City of Hopkins. On behalf of the City
Council, Mayor Cummings welcomed Ms. Ali.

Motion by Halverson. Second by Campbell.

VII. NEW BUSINESS
VITA. First Reading: Temporary Family Health Care Dwellings
Director of Economic Development & Planning Elverum gave an overview of temporary Health
Care Dwelling Units and background of the MN State Statute. Ms. Elverum commented that the
Zoning and Planning Commission reviewed the Legislation and has unanimously recommended
that the City opt out of the statute. There were no public comments at the meeting. Ms. Elverum
gave an overview of the State standards for the dwellings. The City Attorney commented that

the dwellings do not meet normal building code within the City of Hopkins. Ms. Elverum
discussed the reasons why staff recommends that the City opt out and commented that most
cities are opting out of the legislation.
Council discussed their concerns that it preempts local zoning ordinances and challenges of the
Legislation. Mayor Cummings commented that the City Attorney, staff and Council had
reviewed the legislation. City Attorney Riggs commented that the date on the second reading
should be amended to read August 16th.
Motion by Gadd. Second by Kuznia.
Motion to Approve Resolution 2016-52, approving an Ordinance 2016-1113 opting -out
of the requirements of Minnesota Statute, Section 462.3593, related to temporary family
health care dwellings.
Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell
Nays: None. Motion carried.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Kuznia,
second by Campbell, the meeting was unanimously adjourned at 7:19 p.m.
OPEN AGENDA — PUBLIC COMMENTS AND CONCERNS
Ms. Jill Lawrence came forward and discussed the Augustana Dementia Initiative to bring
awareness to the Hopkins community regarding the disease. Ms. Lawrence discussed an
upcoming movie event and fundraising opportunities at the Hopkins Elks Ribfest on August 20
and the Twin Cities Walk to End Alzheimer's at Target Field on September 17.

• There was discussion regarding the property annexation near the Minnetonka Public Works
facility. The City Attorneys will be examining the paperwork.

There being no further business to come before the City Council and upon a motion by Kuznia,
second by Campbell, the meeting was unanimously adjourned at 8:33 p.m.

• Council Member Gadd gave an overview of the Metro Cities Transportation Policy update.
• Council Member Gadd discussed MNDOT funding.
• Council Member Campbell discussed the SWLRT press release and encouraged Council to
check out SWLRT project office website.
• Council Member Campbell commented that the Mainstreet Awesomeness Committee will be
held on Thursday, August 11. City Manager Morrison commented that Community
Development staff would present a Mainstreet Awesomeness Committee follow up at the
October Work Session.
• Mayor Cummings attended the Tour de Trash trip. The trip was interesting and would be
beneficial to host again.
• Mayor Cummings and Council Member Campbell attended the Minnehaha Creek Watershed
District and University of MN presentation.
• Mayor Cummings will be attending the upcoming meetings/events:
o Metro Cities Economic Development meeting
o Long Lake Corn Days parade on Sunday, August 14
o Police summer youth program graduation on Wednesday, August 10
• Discussion of the Racial Equity speaker series on August 17`h
• Council discussion of Park Board candidates. Mayor Cummings will schedule meetings with
possible candidates.
• City Manager Mornson gave an update on the Excelsior Blvd. retaining wall construction
project.
• Shady Oak Road landscaping will begin after Labor Day.
• City Manager Morrison gave an update on the Lift Station project.
• The 2017 Street and Utility Reconstruction project public hearing is scheduled for September
201h with additional neighborhood meetings held prior to that date.
• Police and Fire Department picnic will be held on Thursday, August I 1 at Burnes Park.
• The Joint meeting with the City of Minnetonka will be Tuesday, August 16 in the Raspberry
Room prior to the regular City Council meeting.
