Minutes of the September 13, 2016 Special Meeting ProceedingsHOPKINS CITY COUNCIL SPECIAL MEETING PROCEEDINGS SEPTEMBER 13, 2016 CALL TO ORDER Pursuant to due call and notice thereof a special meeting of the Hopkins City Council was held on Tuesday, September 13, 2016 at 5:15 p.m. in the Meeting Room at Hopkins Fire Department, 101 17th Avenue South, Hopkins. Mayor Cummings called the meeting to order with Council Member Campbell, Gadd, Halverson and Kuznia attending. Staff present included City Manager Mornson, Administrative Assistant Ale, Building & Equipment Superintendent Autio, City Clerk Domeier, Water & Sewer Superintendent Eddihi, Planning and Development Director Elverum, Finance Director Harkess, IT Director Hepp, Police Captain Johnson, Building Official Kearney, Inspections Administrative Assistant Lein, Assistant City Manager Lenz, City Planner Lindahl, Assistant Fire Chief Mackey, Recreation Facilities Manager Pavelka, Police Chief Reynolds, Assistant Fire Chief Sandon, Fire Chief Specken, Public Works Director Stadler, City Engineer Stanley and Building Inspector Stevens. EMERGENCY OPERATIONS CENTER TRAINING Mayor Cummings welcomed staff and Council. City Manager Mornson gave background regarding the emergency preparedness process. Fire Chief Specken discussed the purpose of the Emergency Operations Plan (EOP) and role of the Emergency Operations Center (EOC). The meeting will assist staff in developing a better understanding and familiarity with the EOC operations as well as identify the role, policies and procedures specific to each department and the City Council. Chief Specken gave an overview of the emergency scenario that the department staff would discuss, discover issues and possible solutions. The departments discussed their role in the EOC: Administration:  Develop an employee phone tree  Have list of emergency numbers, resources, housing, food for those affected  Create a webpage that would in place in case of an emergency, only needing to add basic information  Develop a notice for the cable public access station  Bus transportation  Remove call forwarding on City Hall phone so residents have human contact  Create list of costs for FEMA  Have emergency badges available  Establish a Code Red call  Have access to a current list of employees  Have a list of language interpreters  Create a Pet Policy  Set up a media staging area: City Hall Council Chambers  Volunteer Coordinator  Supply water bottles, coffee, cookies HOPKINS CITY COUNCIL SPECIAL MEETING PROCEEDINGS SEPTEMBER 13, 2016  Keep public informed on city website and social media  Assist our own workforce who been affected Public Works/Recreation:  All call to employees  2-way radio with the EOC  Evaluate critical utility status  Restore power via generators  Prioritize needs, barricades and clearing of roadways  Contact neighboring cities for assistance  Contact CenterPoint and Excel Energy for restoring priority needs  Congregate Care for displaced residents  Coordinate with school district facilities for shelter  Coordinate with Red Cross for emergency assistance Inspections:  Contact staff to begin assessing public facilities  Contact a neighboring city for a backup Building Official  Notify Dept. of Labor and Industry  Placards to place on damaged buildings  Emergency Kits available at City Hall for Building Inspectors  Damage Report Forms Fire Department  Unified Command  Dispatch and Triage of calls  Survey of area and determine immediate needs  Mutual aid notification  Activate EOC  Triage, staging and transport  CERT team activation  Assist with providing security Police Department:  Request all-call and mutual aid  Prioritize injury reports  Establish a casualty collection point  Establish a Reunification Center  Provide traffic reroute  Sector the damaged area, establish a parameter and secure area  Establish a dispatch center at EOC  Assess hazards  Search for missing persons, contact canine units HOPKINS CITY COUNCIL SPECIAL MEETING PROCEEDINGS SEPTEMBER 13, 2016 City Council  Report to City Hall to be briefed by the City Manager ADJOURNMENT The meeting was adjourned at 6:44 p.m. Respectfully Submitted, Debbie Vold ATTEST: ___________________________ ____________________________ Molly Cummings, Mayor Amy Domeier, City Clerk
