CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Tuesday, October 4, 2016 at 7:06 p.m. in the Council Chambers at City Hall, 1010 First Street
South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd
and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier,
Planning and Development Director Elverum, Finance Director Harkess, Assistant City Manager
Lenz, City Planner Lindahl, Police Chief Reynolds, City Attorney Riggs, Fire Chief Specken and
Public Works Director Stadler.

PRESENTATIONS
III.1. Life Safety Awards (Memo)
Fire Chief Specken gave an overview of the emergency situations and the life saving efforts of
Eric Wold and Earl Landry. Chief Specken presented the Life Safety Awards and Mayor
Cummings thanked the Mr. Wold and Mr. Landry and all involved for their life saving actions.
III.2. Recognition of Police Chief Reynolds (Memo)
City Manager Mornson recognized the leadership and accomplishments of Chief Reynolds and
presented him with a plaque in appreciation for his 6 years of service to the Hopkins Police
Department. The Council thanked Chief Reynolds for his contributions within the department
and to the City of Hopkins. Chief Reynolds thanked the Council, City Manager, city staff,
members of the Police Department, community partners and his family for the privilege to serve
the Hopkins community.
III.3. Little Library Donations – JCI Hopkins
JCI Hopkins President Kim Rausch along with members of JCI Hopkins presented the City of
Hopkins with two Little Libraries that will be installed in Valley and Oakes Parks for the
community to use and enjoy. The Council thanked JCI Hopkins for their partnership and
investment in the Hopkins community.
CONSENT AGENDA
City AttorneyRiggs explained that the proposed amendment to the agreement for the Solar
Garden Subscription has been reviewed and approved by the City Attorney’s office. Public
Works Director Stadler commented that the solar garden timetable is moving forward and
Hopkins will be one of the first to purchase solar energy.

PUBLIC HEARING
V.1. Adopt Assessment Roll – 2016 Miscellaneous Special Assessments; (CR2016-098)
Finance Director Harkess gave an overview of the 2016 Miscellaneous Special Assessments and
payment options. All the property owners have been mailed notices as required by the State
Statute. Council Member Kuznia asked about the service fee. Ms. Harkess explained that the
service fee covers the costs of publication and preparation of the notices. Mayor Cummings
asked about the number of special assessments. Ms. Harkess commented that the number of
special assessments are down in comparison to 2010. Ms. Harkess explained that the Finance
Department is willing to work with individuals to make payments on delinquent bills.

NEW BUSINESS
VII.1. First Reading: Floodplain Ordinance Text Amendment and District Boundary
Changes; (CR2016-100)
City Planner Lindahl gave a review of the floodplain regulations and explained that the changes
are required by the Federal Emergency Management Agency (FEMA). The Planning and Zoning
Commission has reviewed the proposed changes. The Zoning & Planning Commission discussed
the Cold Storage site floodplain. Mr. Lindahl explained that the areas near the Cold Storage site
that were added to the floodplain were adjacent to Minnehaha Creek and will be used for storm
water management. Mr. Lindahl reviewed the floodplain changes affecting Hopkins and
explained that the property owners within the floodplain will be informed of the new
requirements. Approximately nine properties along Nine Mile Creek will be added to the
floodplain district. Staff will inform the property owners and recommend that they contact their
insurance company regarding flood insurance. Mr. Lindahl explained the appeal process. The
Council asked if staff had heard from any property owners. Mr. Lindahl explained that the City
Engineer is working with one resident regarding the floodplain elevations and the appeal process.

Section 545 of the City Code related to Floodplain zoning regulations.

VII.2. First Reading: Zoning Code Text Amendment Related to Medical Cannabis
Businesses; (CR2016-101)
City Planner Lindahl gave an overview of the staff report and recommendations regarding
medical cannabis manufacturing, laboratories and distribution facilities. The Zoning and
Planning Commission has reviewed the Amendment.

City Code related to medical marijuana facilities.

3. First Reading: Review and Update of Regulations Governing the Planning & Zoning
Commission; (CR2016-102)
City Planner Lindahl gave an overview of the staff report regarding language governing the
Planning & Zoning Commission related to guidelines for a business representative and automatic
removal from the Commission. Mr. Lindahl gave an overview of the changes to the code and

bylaws, definition of the business representative and residency requirements. Mayor Cummings
commented that it was a good opportunity to update the regulations.

ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Kuznia,
second by Campbell, the meeting was unanimously adjourned at 8:18 p.m.
