NOVEMBER 14, 2016
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held
on Monday, November 14, 2016 at 7:03 p.m. in the Council Chambers at City Hall, 1010 First
Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd
and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier,
Planning and Development Director Elverum, Finance Director Harkess, Police Chief Johnson,
Officer Mike Johnson and Assistant City Manager Lenz.
ADOPT AGENDA
Motion by Kuznia. Second by Campbell.
Motion to Adopt Agenda.
Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
PRESENTATIONS
III.1. Update on C.O.P.S. Kids Camp
Chief Johnson recognized Officer Mike Johnson’s commitment to a fundraising campaign for the
families of fallen Police Officers. Officer Johnson gave an overview of his experience as a camp
mentor at the Concerns of Police Survivors (C.O.P.S.) Kids Camp. Officer Johnson was the first
mentor from Minnesota to participate in the C.O.P.S. Kids Camp. Chief Johnson read a letter
thanking and recognizing Officer Johnson for his hard work and dedication at the C.O.P.S. Kids
Camp. A video was played about the C.O.P.S. Kids Camp experience. Officer Johnson thanked
the Council and City for their support. Chief Johnson commented on the positive impact Hopkins
officers make in the community. On behalf of the City of Hopkins, Mayor Cummings thanked
Officer Johnson for the positive image he portrays and thanked him for all his efforts.
III.2. World’s Largest Raspberry
Dr. Pete L’Allier, Hopkins Health and Wellness, gave an overview of a project to create a
monument of the World’s Largest Raspberry on a parcel of land on 8th Avenue North that is
owned by Hopkins Health and Wellness. Ben Janssens, Signminds, Inc., would design the
monument. Dr. L’Allier gave an overview of the project details, costs and fundraising efforts.
Dr. L’Allier discussed a community fundraising event involving a race, music and food. To gain
support and contributions Dr. L’Allier will be discussing the project with area businesses and
community organizations. There was Council discussion regarding the event timetable and
maintenance of the monument. Dr. L’Allier commented that the race could be used to promote
other race events and that the monument would be owned and maintained by Hopkins Health and
Wellness. Mayor Cummings commented that the Council would stay open-minded, continue to
discuss the event and asked Dr. L’Allier to keep the staff and Council updated.

CONSENT AGENDA
Council Member Campbell asked about the electric car permit fee increase. Finance Director
Harkess explained that the fee for the electric car permit is not keeping up with the cost of
offering an electric car-parking stall and that the electric car permit fee has not been increased
since it was implemented in 2009. Ms. Harkess commented that staff has not had any complaints
regarding not enough charging stations. Currently the City maintains two electric car-charging
stations and would look at adding additional charging stations in the future if there is demand.
Motion by Kuznia. Second by Gadd.

ANNOUNCEMENTS
Old Fashioned Holiday in Hopkins and Small Business Saturday on Saturday, November 26,
1 to 5 p.m.
Next Regular City Council Meeting will be held on Tuesday, December 6 at 7 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Halverson, second by Kuznia, the meeting was unanimously adjourned at 7:49 p.m.
OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS
Paul Joppa, 614 10th Ave S, Hopkins came forward to address the Council regarding the 2017
Road Improvement Assessments. Mr. Joppa commented that he felt that the distribution of
assessments between units is incorrect.
Mayor Cummings commented that the assessments are implemented according to city policy.
The Council and staff would look at the assessment calculations and discuss the concern with
City Engineer Stanley and Mike Waltman, Bolton & Menk, Inc.
