Minutes of the December 6, 2016 City Council Work Session following Regular Meeting ProceedingsMINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS FOLLOWING THE CITY COUNCIL REGULAR MEETING DECEMBER 6, 2016 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, December 6 at 7:47 p.m. in the Council Chambers at City Hall, 1010 1st Street South, Hopkins, Minnesota. Mayor Cummings called the meeting to order with Council Members Campbell, Halverson and Kuznia attending. Council Member Gadd was absent. Staff present included City Manager Mornson, Assistant City Manager Lenz, City Clerk Domeier, Director of Public Works Stadler, Director of Planning and Economic Development Elverum and City Engineer Stanley. The following updates were provided at the meeting: PUBLIC WORKS AND ENGINEERING City Engineer Stadler provided an update on the removal of driveways as part of City policy because four driveways are proposed to be removed during the 2017 street improvement project. Mr. Stanley talked about the language provided in the City Code. It is anticipated that a code revision will be proposed in 2017. He will share the addresses with the City Council. City Engineer Stadler provided information about an incident that occurred at the Met Council lift station project on December 6. The incident caused the road to heave on Hiawatha. The road is closed and is projected to be open by Friday, December 9. City Engineer Stadler also provided information about the Blake Road Corridor Project Open House scheduled for December 15. He presented various maps and pictures of the proposed project. The layout of the road has not changed since the initial approval. Director of Planning and Economic Development stated that the Blake Road construction and light rail station construction will take place in 2018. She is also aware of possible redevelopment at Creekside Apartments. Further discussion was held about the Community Advisory Committee. Mr. Stanley will email the pictures to the City Council. PLANNING AND ECONOMIC DEVELOPMENT Director of Planning and Development Elverum shared that some staff toured the Moline project. City Manager Mornson added that some additional agreements related to the 8th Avenue Artery project will be brought to the City Council in January for consideration. Director of Planning and Economic Development Elverum provided information about a potential new business on Mainstreet. CITY COUNCIL Council Member Halverson questioned the street cleaning process in her area. She received complaints. Director of Public Works Stadler will check into the project. Council Member Kuznia shared information about an upcoming Interlachen meeting. He also attended a GEARS nominating committee meeting. Brief discussion was held about the regulation of chickens in Hopkins. Mayor Cummings will share some past research with City Manager Mornson. She also attend the ribbon cutting at Zeller’s studio. ADMINISTRATION City Manager shared updates on the following: • The PPL project • The tour of the Moline project • Dog poisoning update • Walser project • Blake School will provide an update at the work session • Updated fees will be provided at the work session • Jill Miller will be attending the December 20 meeting • Nachos Liquor license will be on December 20 agenda • Dave Johnson has tenured his resignation • The Mainstreet liquor violation was dismissed • Joint Meeting with Minnetonka is being scheduled for either January 10 or 17 • GARE graduation is December 7 Assistant City Manager Lenz shared an update on the work plan created by staff that participated in the GARE program. City Manager Mornson provided information about the next steps for HREI. Mayor Cummings questioned if snow emergency parking rules are distributed in languages other than English. Assistant City Manager will look into options for translating the rules. She also provided that staff has been looking at translating rules for other projects. Discussion ensued on ways to disseminate information to residents.
