Minutes of the January 17, 2017 City Council Regular Meeting Proceedings HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 17, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, January 17, 2017 at 7:07 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Planning and Development Director Elverum, Assistant City Manager Lenz, City Attorney Riggs, Public Works Director Stadler and City Engineer Stanley. ADOPT AGENDA MotionSecond by Kuznia. by Campbell. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS III.1. Proclamation Honoring the 70th Anniversary of EDCO (Memo) Representatives from EDCO came forward and gave a history of the company and EDCO product line. EDCO is honored to receive the recognition and fortunate and proud to be located in the City of Hopkins. Mayor Cummings read the proclamation th honoring the 70 anniversary of EDCO Products in Hopkins. III.2. Update from Commissioner Jan Callison; (Memo) Hennepin County Commissioner Jan Callison gave an update including changes on the Hennepin County Board, Ridgedale Library renovations, recycling policy and challenges of the Child Protection System. Commissioner Callison discussed the 2017 platform and transportation updates that affect Hopkins. Council Member Halverson asked about Excelsior Boulevard upgrades between Blake Road and Meadowbrook Road. Commissioner Callison commented that sidewalk upgrades are planned but will check with County staff regarding road improvements and update the Council. Council Member Kuznia and Council Member Gadd thanked Commissioner Callison for her efforts regarding the Blake Road Corridor, transportation issues and SWLRT. Mayor Cummings commented that we are fortunate to have Commissioner Callison represent Hopkins. CONSENT AGENDA Council Member Gadd asked about the Classification and Compensation Study. Assistant City Manager Lenz explained that the study examines pay equity and will used to attract and retain employees. Ms. Lenz discussed the study timetable. MotionSecond by Gadd. by Campbell. County Department of Community Corrections and Rehabilitation; (CR2017- 018) Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. NEW BUSINESS VII.1. Approve Design Services Agreement – Burnes Park Improvements Public Works Director Stadler gave an overview of the Burnes Park improvements and public input process. Mr. Stadler discussed the site plan, project scope and schedule. The City Attorney has reviewed the agreement. Mr. Stadler commented that staff and Council received a letter from pickleball players asking for consideration of dedicated pickleball courts. The Park Board reviewed the request and was not comfortable adding dedicated pickleball courts at Burnes Park. The Park Board discussed an option for dedicating funds in the 2018 timeframe for adding pickleball courts in Central Park. Council Member Campbell asked about the project schedule. Mr. Stadler explained the design and bidding timetable. Mayor Cummings asked about the timing of construction and affect on summer programs. Mr. Stadler explained that construction is scheduled between April – September and there will be impacts and programs relocated. The status of programs will be communicated on the Recreation Department website. Mayor Cummings asked about signage directing park users to Cottageville Park. There was discussion about impacts to Zion Lutheran Church. Staff will continue to keep Zion Church updated. Mayor Cummings commented that the Park Board has worked hard on the plan with a lot of public input. Mayor Cummings commented that pickleball courts are an important discussion and that the Park Board and Council do hear and look into requests. MotionSecond by Gadd. by Kuznia. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 17, 2017 Motion to approve a design services agreement with Hart-Howerton, Ltd. for the final design and construction –related services regarding the 2017 Burnes Park improvements and authorize the Mayor and City Manager to execute the agreement in the amount of $191,600.00. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell NaysMotion carried. : None. VII.2. Approve Final Plans and Order Bids Artery Project – City Project 2014-09; (CR2017-017) In addition to City staff, representatives present for the item were Mr. Sam Kessel and Mr. Nick Amatuccio, Bolton and Menk, Inc. Mr. Kessel gave an overview of the Artery corridor, streetscape character, signage, art rooms and public art installations. City Engineer Stanley gave an overview of the project schedule, phasing, project budget and funding. No assessments are part of the project. Mr. Stanley commented that a neighborhood meeting would be scheduled to provide updates to those in the project area. Council Member Campbell encouraged attention to accessibility during the design process. Council Member Gadd commented that the project would create an opportunity to showcase Mainstreet, attract visitors and engage residents. Council member Gadd encouraged sustainability, ease of maintenance and communication during construction to area businesses. Council Member Kuznia commented on the collaborative efforts of the project. Council Member Halverson asked about construction during the Raspberry Festival. Mr. Stanley commented that staff would discuss the schedule and keep the Council updated. Mayor Cummings thanked staff for all their efforts on the project and collaborations. Mayor Cummings asked about the Call for Artists. Planning and Development Director Elverum commented that there were over 100 submissions from artists across country. The Art Selection Committee will bring the final selections before Council. MotionSecond by Campbell. by Halverson. ANNOUNCEMENTS  Taste of Hopkins and State of the City Event at Hopkins Center for the Arts, 1111 Mainstreet: Thursday, January 26, 2017 – 5:00 p.m.  The next City Council meeting is Tuesday, February 7. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 17, 2017 ADJOURNMENT There being no further business to come before the City Council and upon a motion by Kuznia, second by Gadd, the meeting was unanimously adjourned at 8:21 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
