Staff recommends adoption of the following motion: Move that Council award a contract to
Meyer Contracting Inc. in the amount of $799,972.96 for the rehabilitation of �anitary sewer lift
station no. 7.
Overview
Bids were opened on January 26, 2017 for the lift station rehabilitation project. We received ten
bids for the work, base bids ranged from $790,006.80 to $1,075,374.00. The engineer's final
estimate was $850,000. The low bidder was Meyer Contracting, Maple Grove MN - they are
the low bidder at $799,972.96 when the desired two alternative bid items are included in the
contract. Otherwise, if only the base bid item work is considered, Veit & Company would be the
low bidder. The second low bidder when the two bid alternatives are included in the contract is
Veit & Company at $839,470.30. See attached bid tabulation. After review of the bid and
positive reference checks, City staff and the engineer fully support an award to Meyer
Contracting, Inc. It should be noted that Meyer Contracting is also the low bidder for the 2017
Street/Utility Improvement project, lift station no. 7 is within the same project area.

Meyer Contracting, Inc. has extensive experience over the past several years successfully
completing liffi station, piping and heavy construction projects in St. Paul, Spring Lake Park,
Columbia Heights & Roseville. They have been in business in the Twin Cities area since 1987.
The consulting engineer, AE2S, is currently working with them on a project in Williston.
• Proposed project funding
The total project budget is as follows:
$799,972.96 - Meyer Contracting Low Bid, including alternates #1 
+ $80,000 (10% construction contingency)
+ $70,000 (consultant fees)

Pursuant to authority oi the City Council and following proper 1ega1 advertisement, the bid opening for
the Lift Station 7 Rehabilitation Project was conducted on Thursday, January 26th at 10 a.m. at City �Iall.
A total of ten (10) sealed bids were received for the proj ect. All bids were completed in accordance with
the project specifications and all bids were opened and read aloud.
The project consists of the construction of a�� new lift station wet we11 with submersible pumps, a new
valve vault, abandonment of existing � pump �drywell� � an�. a����. portion of existing force main, mechanical
upgrades, electrical and associated� lift��� station����� controls,� and� restoration, as needed. The two alternates on
the proj ect included Alternate 1: Generator effluent chase repairs and Alternate 2: Interior painting of the
existing control building.
The attached bid tabulation and bid summary present a comparison�� of the bids to the Engineer's opinion�
