APPROVE REVISED PARK DEDICATION FEES
Proposed Action
Staff recommends adoption of the following motion: "Move to adopt Resolution
2017-027 raising the park dedication fees for residential developments from
$1,500/unit to $3,000/unit.
Overview
The park capital improvement fund needs help in order to keep pace with the
upcoming costs of needed park system improvements. Our current $1,500/unit
park dedication fee required of residential developers when platting, replatting or
subdividing property for improvements is well below the Twin Cities area average
of $3,610/unit. The park dedication fees were last revised in 2012 when we
increased our fee from $800/unit to the current $1,500/unit. Our aging park
system will continue to have significant needs into the foreseeable future,
including: picnic shelter replacements, tennis court reconstruction, Pickleball court
construction, Cottageville Park Phase III, and possibly Central Park modifications.
An increase in the park dedication fees will help assure we have the resources to
meet those needs. Hopkins is experiencing unprecedented developer interest
due, in part, to the construction of the Green Line Extension LRT. We do not
need to keep our park dedication fees artificially low to help attract developers to
the City. Possible upcoming residential developments that could be impacted by
the new rate would be the Creekview Apartment Redevelopment project and the
Hopkins Cold Storage site redevelopment.

RESOLUTION APPROVING REVISED PARK DEDICATION FEES
WHEREAS, the Hopkins City Code Section 500.75 provides for park dedication in every
plat, replat or subdivision of land allowing development or redevelopment, and
WHEREAS, Subd. 6 of City Code Section 500.75 gives the City the option to require a
cash contribution in lieu of land dedication and Subd. 7 provides that the contribution amount be
set by resolution of the City Council, and
WHEREAS, the cost to meet the City's park system capital improvement needs increase
each year, and
WHEREAS, the current park dedication fee for residential development is well below the
Twin Cities average, and;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins,
Minnesota that the Park Dedication Fee cash contribution for residential development or
redevelopment be set at $3,000 per unit for projects of 3 or more multiple family residential
-units.
