Minutes of the February 21, 2017 City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 21, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, February 21, 2017 at 7:01 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier, Planning and Development Director Elverum, Assistant City Manager Lenz, Public Works Director Stadler and City Engineer Stanley. ADOPT AGENDA Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS III.1. Appointment and Oath of Commissioner – Park Board Member Figgins; (CR2017-037) Public Works Director Stadler introduced the new Park Board Member Emma Figgins and City Clerk Domeier issued the Oath of Office. On behalf of the City Council, Mayor Cummings welcomed Ms. Figgins. CONSENT AGENDA Motion by Kuznia. Second by Campbell. Motion to Approve the Consent Agenda. 1. Approve Storm Water Management Credit Transfer – Oxford Village; (CR2017-034) 11. Approve Cooperative Agreement – Lake Street Storm Water Diversion Project; (CR2017-035) 12. Reimbursement Resolution – Lift Station No. 7 Rehabilitation Project 13. Approve Resolution 2017-021 Declaring the Official Intent of the City of Hopkins to Reimburse Certain Expenditures from the Proceeds of Bonds to be Issued by the City; (CR2017-041) Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. NEW BUSINESS VII.1. Approve Award of Contract – Shady Oak Road Landscaping Project; (CR2017-042) Public Works Director Stadler gave an overview of the staff report regarding the Shady Oak Road landscaping project. Mr. Stadler discussed the bid, project costs, landscape alternatives, project funding and timetable. Mr. Stadler gave an overview of the public process, project area, landscape plans and plantings. Mr. Stadler commented that the project is on the February 27 City of Minnetonka Council agenda. There was Council discussion regarding the alternatives and the bids. Mr. Stadler discussed the alternatives and plan adjustments. City Manager Mornson asked about outstanding Shady Oak Road items. City Engineer Stanley commented that staff is working with businesses and Hennepin County to coordinate the completion of a permanent entrance at the former Syndicate Sales location. Motion by Kuznia. Second by Halverson. Motion to approve the award of a contract to Southview Design, Inc. in the amount of $177,116.28 for the construction of landscape improvements along Shady Oak Road corridor. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. ANNOUNCEMENTS  2017 Street and Utility Improvement Project Open House at City Hall, 1010 1st St. S., Hopkins: Thursday, February 23 at 5 p.m. and Wednesday, March 1 at 5 p.m.  Garden Plot Registration at City Hall, 1010 1st St. S., Hopkins: Monday, March 6 beginning at 8 a.m.  19th Annual Empty Bowls Fundraiser for ICA Food Shelf & ResourceWest at Hopkins Center for the Arts, 1111 Mainstreet, Hopkins: Tuesday, March 7 – 11 a.m. to 7 p.m. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 21, 2017 ADJOURNMENT There being no further business to come before the City Council and upon a motion by Halverson, second by Campbell, the meeting was unanimously adjourned at 7:20 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
