AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Tuesday, March 7, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, March 7, 2017 at 8:56 p.m. in the Council Chambers at City Hall,
1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, City
Clerk Domeier and Assistant City Manager Lenz.
The following updates were provided at the meeting:
Administration
City Clerk Domeier discussed the staff report regarding appointment of Charter
Commission members. Ms. Domeier recommended that the Council choose nine
applicants to be sent to the Chief Judge of the District Court of Hennepin County for
appointment. Assistant City Manager Lenz commented that staff should include the
recruitment process along with the applications. The remaining applications would be
saved for three years. The Council reviewed the list of qualified applicants. Council
Consensus was to recommend the appointment of nine new applicants. Ms. Domeier
explained that the formal recommendation would be on the March 21 Consent Agenda.
Ms. Domeier reviewed the Charter Commission process and would consult with the City
Attorney regarding any changes to the Charter. Council should address any questions
or concerns to City Clerk Domeier.
City Council:
• Council Member Campbell commented on traffic speeds on Shady Oak Road and
concerns of traffic speeds on Blake Road when reconstructed. There was discussion
about locating the Police Department speed trailer on the busy roadways.
• Council Member Gadd gave an update on the League of Minnesota Cities Race and
Equity Community Action Group.
• Council Member Gadd gave an update on the SWLRT Corridor Management
Committee meeting.
• Council Member Halverson discussed the increase in traffic on 11�h Avenue South.
• Council Member Kuznia will be attending the State of the River Minnehaha Creek
Watershed District event on March 8.
• Mayor Cummings attended the ICA Sizzle Cook-Off.
• Mayor Cummings commented that area Mayors were asked to participate in a letter
writing campaign to support S.H.I.P. in Hennepin County.
• Mayor Cummings attended the HBCA annual meeting
• Mayor Cummings is Master of Ceremonies at the Caring Youth Awards on
Thursday, March 9 at the Minnetonka Community Center.
. Postcards from an area resident have been mailed to city officials regarding raising
the smoking age to 21.
. Mayor Cummings will not be in attendance at the March 14 Council Work Session.
Administration:
City Manager Mornson provided the following updates:
• New computer software has been implemented in Hennepin County. The Police
Department may be reviewing some cases affected by the software conversion.
• The March 14 Work Session agenda would include an Economic Development
report and review of the developer proposal for 424 Blake Rd. Mr. Mornson
encouraged the Council to review the Zoning & Planning Commission minutes.
• Police Chief Johnson will present the Hopkins Police Department annual report at
the March 21 City Council meeting.
• A Police Sergeant and Officer will be sworn in at the March 21 City Council meeting.
• There was discussion regarding the Sunday Liquor Law. Staff is reviewing the Liquor
Ordinance.
• There was discussion about a City Council booth at the Farmers Market. Council
consensus was to pick two dates during the Farmer Market season. Council would
like better signage at the booth.
• The Hopkins School District will be leasing the upper level of the Pavilion for special
education classes and is considering funds for the hockey expansion. Staff will
update the Council after March 21.
• There was discussion regarding the positive news publicity about Hopkins.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Campbell, seconded by Kuznia, the meeting was unanimously adjourned at 9:36 p.m.
