MARCH 21, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, March 21, 2017 at 7:04 p.m. in the Council Chambers at City
Hall, 1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson,
Community Development Coordinator Beekman, City Clerk Domeier, Planning and
Development Director Elverum, Finance Director Harkess, Police Chief Johnson,
Assistant City Manager Lenz and Public Works Director Stadler.
PRESENTATIONS
III.1. Oath of Office – Police Officer Leland Coleman
Police Chief Johnson introduced new Police Officer Leland Coleman. City Clerk
Domeier issued the Oath of Office and Officer Coleman’s family pinned on his badge.
Officer Coleman thanked the City of Hopkins, City staff and his family for their support.
On behalf of the City Council, Mayor Cummings welcomed Officer Coleman to the City
of Hopkins.
III.2. Oath of Office – Police Sergeant Greg Pilon
Police Chief Johnson recognized newly promoted Police Sergeant Greg Pilon. City
Clerk Domeier issued the Oath of Office and Sergeant Pilon’s wife pinned on his badge.
Sergeant Pilon thanked the City Council for their support of the Hopkins Police
Department. On behalf of the City Council, Mayor Cummings congratulated and
thanked Sergeant for all he has brought to the department.
III.3. Hopkins Police Department 2016 Annual Report
Police Chief Johnson presented the 2016 Hopkins Police Department Annual Report

and 2016 highlights. Chief Johnson discussed the 21 Century Policing and Strategic
Plan. Chief Johnson commented that the Hopkins Police Department is committed to
serving the community, working on community issues, outreach, youth initiatives and
crime prevention efforts. The Annual Report is available at City Hall, the Police
Department and on www.hopkinsmn.com. Council asked that the Annual Report be
made available at the Hopkins Library.

PUBLIC HEARING
V.1. 2017 Community Development Block Grant (CDBG) Program (CR2017-052)
Community Development Coordinator Beekman gave an overview of the CDBG
program. Ms. Beekman explained the objectives of the program and intended use of the
funds. The City received three funding requests from public service providers. Staff is
recommendingan increase in Home Line’s allocation to $5,000 and maintaining ICA
and ResourceWest’s allocation at $5,000 each. The remaining 2017 CDBG funds would
go to housing rehabilitation activities. Currently two households are on the waiting list to
receive funds.
Mayor Cummings opened the public hearing at 7:26 pm. The City Council did not
receive any comments or concerns.

to adopt Resolution 2017-029, Resolution Approving Proposed Use of
2017 Urban Hennepin County Community Development Block Grant Program
Funds and Authorizing Execution of Subrecipient Agreement with Hennepin
County and any Third Party Agreements.
Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell.
Nays: None. Motion carried.
Mayor Cummings asked about the possibility of federal budget cuts to the CDBG
program. Ms. Beekman commented that budget cuts might affect future allocations to
the program.

ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Gadd, second by Campbell, the meeting was unanimously adjourned at 7:28 p.m.
OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS

Mr. Dan Johnson, 105-16 Avenue N., Hopkins, came forward and addressed the
Council regarding traffic and safety concerns at the St. Patrick’s Day Parade. Public
Works Director Stadler will take Mr. Johnson’s comments under advisement and
discuss the situation with staff before next year’s St. Patrick’s Day parade. Staff will
keep Mr. Johnson updated.
Ms. Anna Palmer, 402 Hollyhock Lane, Hopkins, came forward and addressed the
Council regarding community engagement and involvement of residents in the political
process. Mayor Cummings suggested the Hopkins Citizens Academy, Blake Road
Corridor Cooperative and the Comprehensive Plan online survey and steering
committee. Mayor Cummings explained that residents could stay informed about
happenings in the City through social media avenues and the Hopkins Connections
weekly email. Assistant City Manager Lenz discussed the Community Conversation on
Race event on May 8, 6:30 p.m. at Eisenhower Community Center.
