Inc. in the amount of $1,391,100 for the Burnes Park Improvement project, City pro�ect #2016-006. Overview . Bids were opened on Friday, March 31, 2017 for the Burnes Park (mprovemenfi projec�. We received four bids for the work. However, the low bidder, American Liber�y Cons�ruction, contacfied us immediately after the bid opening fihat they were withdrawing their bid due to an error in assembling their bid which resulted in severai key project cost omissions. American Liberty Construction's base bid was almost $300,040 (23%) below the next,low bidder. �fi the remaining fihree bids, fihe base bids ranged from $1,256,000 fio $1,472,a00. There was one alfiernate bid item - replacing fihe existing picnic shelter. Morcon Construction Co., Fridley, MN, is fihe low bidder for both the base bid, at $1,286,000, and fihe al�ernate � bid, at $105, � 00. Their base + alfiernate 1 bid is $1,391,100. The engineer/architect's final estimate for base + aiternate was $1,288,410, or 8% below Morcon's low bid price. Staff feels the bids vvere competitive and represen�ative ofi the current bid climate as three reputable general con�racfiors submitted bids. After review of the bid and posifiive refierence checks, City staff and the - archifiect fiully supporfi an award to Morcon Construction Co., Inc. Morcon Consfiruction Co. has exfiensive experience over fhe past several years successfully completing a wide variefiy ofi park improvement projects and ofiher cammercial and government construction projec�s in fihe Twin Cifiies area. They received positive repor�s regarding recenfi projects completed for �he Cifiy of Sfi, Pau( and the Minneapolis Park and Recreation Board. They have been in business in fihe Twin Cities area �For over 30 years. • Details on the withdrawal ofi the low bid American Liberty Construction withdrew their bid shortly affier the bid opening. They have submitted documenfis to the City that show their bid did no� inciude certain major elemenfis �of work inciuding concrete block masonry, concrete paving, si�e excavating. They have stafied thafi the problem occurred as they were en�ering subcontractor costs into their soffiware program, the computer program locked-up and had to be res�arted, when it restarted it lefi� out �he above mentioned costs. Stadler, Public Works Director � Date: March 30, 2017 Subject: Bid Opening - Burnes Park Improvement Project We are opening bids on for the Burnes Park Improvement project on Friday, March 31 at 11 am. This precludes me from having a council report with an award recommendation in the packet. Hopefully, we'll have good results and I'll have a bid award report prepared and delivered to City Council on Monday. We are optimistic of receiving competitive bids as there has been much bidder interest to-date. We have seven contractors who have obtained the bid documents and could be prime contractors on this project. The contractors that completed our projects at �ottageville, Oakes and Valley parks are two of those nine contractors. Meyer Contracting is also on the bid holders list, although they may be just providing sub-contractor prices for grading/utility work. Our latest estimate of construction costs, to include Alternate 1— replacing the picnic shelter, is $1.3 M.
