Overview of the 2017 Assessments; Munneke        To: Hopkins Mayor and City Council From: Ashlei Munneke, CMA Date: April 3, 2017 Re: 2017 Assessment Open Book Meeting The 2017 Hopkins Open Book Meeting has been scheduled for Tuesday, May 2nd from 5:00pm to 7:00pm. As a review of the 2017 assessment I have included open book procedures and property information from a sample of sales used to develop the Estimated Market Values for the 2017 assessment. Summary of the 2017 Assessment The sales that occur each year in the City of Hopkins are analyzed and new estimated market values are determined. Adjustments, as appropriate for each type of property, are made to the Estimated Market Value for all properties in the City. The overall results of those adjustments for the 2017 assessment are as follows: Single Family +4.9% Condo +8.0% Townhouse +12.0% Duplex +11.1% Commercial +2.1% Industrial +3.3% Apartment +7.6%  Page 2 There are 5,121 taxable parcels in the city with a total market value of approximately $1,778,532,300. The overall market value includes $10,844,000 of value attributed to new construction improvements. The overall value change for the City of Hopkins is +5.4%. Alternate Method of Appeal---Open Book Meeting Open book meetings are an alternative to the Local Board of Appeal and Equalization. During “open book” meetings, the valuation and classification issues are handled by the assessor’s staff on a one-on-one basis with the property owner. Typically, open book meetings are held by the county assessor’s staff. However, larger cities with an appointed city assessor may hold their own open book meetings. The open book meetings are held in locations that are convenient for property owners. Often open book meetings are held over several days during both day and evening hours. This allows property owners to appeal when it best suits their schedules instead of having to rearrange their schedules to attend a local board meeting held at one place and time. The open book meetings provide a forum for property owners to meet with assessment staff on an informal basis to review information about their property and to ask questions about the assessment. This setting allows the assessor’s office to resolve questions and reduce the number of property owners who feel the need to appeal to the County Board of Appeal and Equalization. Property owners do not need to make an appointment to meet with the assessment staff. They can simply show up at the dates and times stated on the Notice of Valuation and Classification, and an appraiser will discuss their assessment. Depending on the jurisdiction, the appraisers may have laptop computers to access information about the taxpayer’s property. Some counties may be able to link directly to their computer-assisted mass appraisal (CAMA) system which allows the appraiser to obtain data on sales of comparable properties. When reviewing the details of the property with the owner, the appraiser can verify the accuracy of the county’s data and correct any errors. The property owner can also schedule an appointment for the appraiser to view the property if needed. Benefits for the property owner Property owners often find that the open book meeting is less intimidating than presenting their appeal to the Local Board of Appeal and Equalization. They often appreciate the fact that they can have their questions answered in a more private setting, and not have to be apprehensive about making a presentation in front of their friends and neighbors. In this one-on-one setting, property owners may spend as much time with the appraiser as they need. They can compare the value of their home with the values of similar homes owned by their neighbors. The process is very efficient because concerns and questions are often resolved immediately. Property owners can see that the appraiser collects the same information on all properties, reassuring them that the process is the same for everyone, and they have not been singled out for a value increase. Property owners who are not satisfied with the “open book” approach may appeal to the County Board of Appeal and Equalization and/or appeal to Tax Court. It is only a recommendation that the property owner attend the open book meeting to discuss concerns prior to the County Board of Appeal and Equalization. In a jurisdiction that does not have a Local Board of Appeal and Equalization, the property owner is not required to attend an open book meeting in order to appeal to the County Board of Appeal and Equalization. Benefits for the local board The benefit for the local board is that an open book meeting saves time for board members. It eliminates the need for the board to become familiar with and educated on the local real estate market. Board members will be able to spend this time concentrating on their other duties as town board or city council members. In addition, board members can avoid confrontational situations with constituents and will no longer be put into difficult situations by having to make decisions about the property values or classifications of property owned by friends and neighbors. Benefits for the county While the number of appeals made at the open book meeting may not be less than the number of appeals to the local board, the benefit for the county is that the open book process allows for immediate consideration of issues, and in many cases, appeals are resolved before the County Board of Appeal and Equalization. The process is efficient for the county because it can often consolidate several jurisdictions into one meeting (or a series of meetings) instead of holding at least one meeting in each jurisdiction. Assessors value properties using a mass appraisal process to review sales of similar properties in the area over a set time period. This “estimated market value” represents what your property would sell for in an “arms-length” sale on the open market (where buyer and seller are not related and both are educated about the property). Assessors review sales from October 1 to Septem- ber 30. They adjust the prices for market trends to estimate the market value of your property on the next assessment date (January 2). An example of this timeline is:  To estimate a property’s 2016 market value, the assessor reviews property sales from October 1, 2014, to September 30, 2015.  Property owners may appeal their market value and classification. This process occurs from April 1, 2016, to June 30, 2016.  Property values and classifications become final on July 1, 2016. These values are used to determine taxes for 2017. Assessors also review other data such as supply and demand, marketing times, and vacancy rates. This helps them determine if the real estate market in your area is increasing, stable, or decreasing. What is the difference between ‘Estimated Market Value’ and ‘Taxable Market Value’? While estimated market value (EMV) shows what your property would likely sell for on the open market, “taxable market value” (TMV) is used to determine your taxes. A property’s TMV is its estimated market value minus any tax exemptions, deferrals, and value exclusions that apply. For example, many home- owners have a Homestead Market Value Exclu- sion, which reduces the amount of home value that is subject to tax. How does my property value affect my property taxes? Property value does not directly affect your prop- erty tax bill. It is used to calculate your share of the local property tax levy for the year. This levy is the total property tax revenue needed to fund the budgets set by your county, city or town, and school district. Your property’s taxable market value is multiplied by its classification rate to determine its share of the levy. Increasing or decreasing your property’s market value does not change the overall amount of prop- erty tax revenue that is collected. For more information, see Fact Sheet 1, Under- standing Property Taxes. Estimated market value is one of the factors used to determine your property taxes. This fact sheet ex- plains how that value is calculated and used. Minnesota Revenue, How the Assessor Estimates Your Market Value 2 How do assessors verify their estimated values are in line with the market? The Department of Revenue and assessors do a “sales ratio study” each year to see how assessors’ values compare to actual sales prices. A sales ratio is the assessor’s EMV of a property divided by its actual sales price: Sales Ratio = Assessor EMV Actual Sales Price For example, assume a home was valued at by the assessor at $200,000 and sold for $210,000. The sales ratio is calculated like this: Sales Ratio = $200,000 $210,000 = 0.952 = 95% The overall EMVs should be within 90 to 105 per- cent of actual sales prices. Otherwise the Depart- ment of Revenue may order the assessor to adjust property values. Where do assessors get sales information? This information comes from sales of real estate. A Certificate of Real Estate Value (CRV) is filed whenever real estate sells for more than $1,000. CRVs have important details about each transac- tion. Assessors use this information to help esti- mate market values and for the sales ratio study. Before using a CRV in the sales ratio study, the assessor must verify the sale was an open-market, arms-length sale. Otherwise it cannot be used in the study. How do I know if my assessor has the right information for my property? Assessors are required to inspect properties in per- son at least once every 5 years. They also inspect property if new construction or demolition takes place. You may contact the assessor to verify information about your property such as dimensions, age, and condition of any structures. If your property has new improvements or other changes the assessor may not know about, you can ask the assessor to review and adjust your property records. If you disagree with the assessor’s value for your property, you may appeal. For more information, see Fact Sheet 3, How to Appeal Your Value and Classification. Can the values of some properties decrease while others increase? Yes. Sales prices for different types of property can vary widely depending on market conditions and other factors. In recent years, for example, sales of farmland were generally stronger than residential or com- mercial sales in most areas of the state. No two properties are exactly alike. A property’s market value or sales price is also affected by its unique characteristics – such as location, square footage, number of rooms, etc. Do property values in all areas increase or decline at the same rate? No. Local real estate markets can be affected by a wide range of factors, such as new construction, changing demand for property, or economic trends. Each area or neighborhood is different; its values can change at a faster (or slower) rate than others. Where can I get more information?
