03-21-2017 Work Session after City Council MeetingMINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, March 21, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, March 21, 2017 at 7:46 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier, Assistant City Manager Lenz and Public Works Director Stadler. The following updates were provided at the meeting: Public Works • Council Member Campbell commented that the stoplight at Excelsior Blvd. and 17in Ave was not working properly on Tuesday. • Council Member Halverson commented that a streetlight is out in the alley between the Elks Lodge and Gallery Flats Apartments. • Public Works Director Stadler commented that the new Little Libraries have been installed at Oakes and Valley Parks. • There was discussion regarding the very heavy traffic at peak travel times on 11tn Avenue South. • City Manager Mornson read an email from a resident thanking the City for playground improvements in Valley Park. Presumptive Civil Penalties City Clerk Domeier discussed the staff report regarding comprehensive changes to the Liquor Ordinance. Ms. Domeier has worked with the Police Department regarding the proposed penalty matrix. Ms. Domeier discussed the proposed timeline and commented that the fines and suspensions are similar to neighboring cities. Liquor License holders would be informed about the proposed changes. There was Council discussion regarding the consecutive day suspension. Ms. Domeier commented that the Judge would make the final determination and the business has the option to appeal the suspension. There was Council consensus to proceed with the proposed Presumptive Civil Penalties. There was discussion regarding the Sunday Liquor sales. Ms. Domeier commented that the City does not have to make any changes before the law goes into effect on July 2, 2017. City Council: • Council Member Gadd would be testifying at House Transportation Committee regarding SouthWest Light Rail Transit (SWLRT). Council Member Gadd will attend the League of Minnesota Cities meeting at the State Capitol on Thursday, March 23, 2017. . There was discussion regarding recognition of Barb Westmoreland who is retiring from the Hopkins School District in June. Council would like to recognize Ms. Westmoreland at the June 6 City Council meeting. • Council Member Kuznia discussed a Park Valley residenYs complaint regarding a traffic violation. • Mayor Cummings commented on the Sun Sailor article on the Caring Youth Awards event. • Mayor Cummings will attend a meeting at the State Capitol regarding the SWLRT and Bottineau Line. • Mayor Cummings attended the National League of Cities Conference. Mayor Cummings is on the Human Development Committee. • Area Mayors and City Managers will be meeting on Wednesday with Hopkins School District Superintendent John Schultz. Administration: City Manager Mornson provided the following updates: • Burnes Park bid opening will be on March 31. . Discussion of the bonding and public hearing process scheduled for May. • City Engineer Stanley will update the Council on the Blake Road Project at the April Work Session. • An offer has been made to a candidate for Assistant City Engineer. • Dave Johnson retirement program will be on March 30 at Minnetonka City Hall. • Open house for the proposed Shady Oak Road development project will be on April 6 at Minnetonka City Hall • Staff will be meeting with the Hopkins Hockey Association, Hopkins School District and Public Works regarding the Pavilion project. Staff will keep the Council updated. . Development update along the Blake Road corridor. • The application deadline for the Finance Director position is Friday. A few applications have been received to date.
