At a minimum, the refrigeration plant and arena floor must be replaced in 2018 as the current 27-year old, R-22 Freon system is becoming unreliable with new floor leaks developing every year. In order to be under construction during the off-season for ice in 2018 (March — September 2018) design work must start very soon. If the City wants to provide an enhanced & expanded facility, then it makes sense to include that work with the substantial refrigeration/floor reconstruction. : ._ • • •_ The Hopkins Pavilion is scheduled for construction work in 2018 to replace the existing refrigeration plant, hockey rink floor and boards + other facility repair work. The current 2017-2021 CIP includes about $3 million from the Pavilion Fund to fund this work. The City has been in discussions with Hopkins Youth Hockey Association (HYHA) for several years on how we r�ight improve on the existing facility to better accor�r�odate youth hockey and other users. Proposed Pavilion improvements began as a$10M pr�j�c� funded by �he City, H1�HA and the Hopkins Schooi Distric� to construct an addition for a new ice rink & associated team room spaces, converting the existing ice rink to a year-round turf facility. Currently, the proposed plan is an estimated $5.7 M project which provides an updated r.efrigeration system and an addition to the facility to accommodate additional team room space, warming house area, additional storage, reconfigured lobby & restrooms. Funding for the current project would b►e provided by the City of Hopkins, HYHA and the Hopkins School District. ~ ; � • �. The HYHA has committed $1 M to the Pavilion improvement project and the Hopkins School District is considering a$1 M contribution to the project. HYHA has received approval for a$1 M loan from Anchor Bank; however, the City would have to guarantee $600,000 of the loan. Another option regarding the HYHA $1 M contribution would be forthe Cityto finance the entire $1M and work out a 10-year repayment plan. Attachment 1 is a memo from the City's bond counsel which includes three options available to the City to support the $1 M in debt to be taken on by the HYHA. �ption 3 is the bond counsel-recommended option. With this option the City would secure $600,000 of the HYHA debt via tax abatement, the abatement would go uncollected as long as the HYHA makes its debt payments to the bank. With this project and our projected $3.3M -$3.7M cost (depending on $0.4M Mighty Ducks grant} + securing the HYHA contribution + anticipated bonding for other 2018 capital work, the City would stay under our committed $10M bonding limit for 2018. The current park building has no windows for viewing either of the rinks. • Access to concessions and vending for community members using the park for any activity. Indoor and outdoor activity participants would have the ability to use one of the three shower rooms included in the project. • The added ice resurfacer garage space proposed as part of the project would allow staff better access to the resurfacer and enable staff to resurface the outdoor rinks more frequently - staff would be able to resurface the rink on scheduled intervals and during high periods of use. • Better supervision at the new warming house space - current Pavilion staff would be able to supervise the area. Currently, warming house staff alternates between different rinks. • Currently, the Pavilion has four small team rooms; the upgrade plan includes the construction and remodel of the four team rooms to create five larger team rooms. Two team rooms are often needed to accommodate space for all players to dress. A fifth team room would provide female players with a separate space. • The proposed project would update the park utilities located currently in the park building. Current electrical panels and controls need to be updated, along with the irrigation system controls. • Potential rental spaces may be available for community use. The new warming house area has the potential to be marketed as a space the community can reserve and use for events. • If shower roor�ns become avail�ble the P��eilion could attract additional rentals. Ice rental groups have chosen not to use the Pavilion due to the lack of shower facilities. -� see attached list of 2016 Pavilion & Central Park activities .._ .. � . . �- _ . - - •. -- - The Hopkins School District owns property north of the Pavilion, from about the center of the current outdoor hockey rink to the north edge of the parking lot — see attached aerial map. The City has a 30-year recreational easement and parking easement over this property. There is a 180-day notice termination clause to the grantor (Hopkins School District). Th� opkins �chool istri�t up�rinfi�ndent has �t�te that � is illing to rotect � City's future recreational & parking use of this property as a�ondition of the City undertaking the Pavilion Upgrade project. New Pavilion long-term lease to Hopkins School District The City is currently negotiating the terms of a 10-year lease with the School District for their use of the mezzanine area for its special education programs. The City has offered a discounted lease rate as a condition of the School Distric�'s $1 M contribution towards the Pavilion Upgrade project. The financing facility has not been approved by Anchor Bank, N.A. and this letter is not a commitment, an obligation, or an agreement ta provide financing. Upon completion of the Project, any loan proceeds not used for the Project shall be applied as a principal payment to the Note. 3� Borrower's funds to be disbursed afiter City of Hopkins' equity contribution estimated at $4,000,000 - $4,300,400, 4) City of Hopkins to notify Bank prior to Borrower's first construction contribution, ensuring the Project is in balance. 5) Borrower to maintain its main operating account with Bank during the life of the Note. 6} All legal and others costs and expenses of the Borrower and Bank relating to the negotiations and closing ofi the financing are to be paid by the Borrower. C4VENANTS 1) Borrower shall maintain a minimum debt service coverage ratio of 1.00: 1.00 measured each year-end.
