Extension of On-Sale Liquor License for
LTD Brewing LLC DBA LTD Brewing Co.
Proposed Action
Staff recommends adoption of the following motion: Approve Extension of On-Sale Liquor
License for LTB Brewing LLC DBA LTD Brewing Co. to allow the sale of alcohol and live
entertainment in fenced-in parking lot on June 3, 2017.
Passage of this motion will result in the ability of the LTD Brewing Co. (LTD) to serve alcoholic
beverages at event on Saturday, June 3. The event is scheduled from 2 p.m. to 10 p.m.
Overview
The owners of LTD have requested an extension of their on-sale liquor license to cover the sale
of alcohol in the fenced in area within their parking lot. The event will be extended into 8th
Avenue with live music entertainment, food trucks and kids activities.
The Police Department reviewed the request and has no objection to the liquor license extension,
provided LTD abides by the attached stipulations.
LTD has provided payment for all services required by the City for the special event. The
establishment is required to obtain an insurance certificate for the event and send a letter to the
surrounding neighbors advising them of this outdoor event.

What measures will be taken to assure that persons under the age of 21 will not have access
to alcohol? (See attached list of stipulations)
What measures will be taken to assure that outdoor activities will cease at 10:00 p.m.? (See
attached list of stipulations)

STIPULATIONS
All of the below stipulations are inclusive of both the interior and exterior areas of
the LTD Brewing Co. (LTD) for purposes of this event.
30-day notification, via letter, to surrounding neighbors expected to be impacted
by the event advising them of the date and time of the event and what to expect.
Fencing surrounding the parking lot and 8th Avenue will be secured to establish
the outdoor event area.
Controlled access to the event with LTD security personnel to identify and wrist
band those of legal age to consume. The gate/emergency exit of the fenced
area will also need to be continuously staffed to prevent patrons from leaving
with alcoholic beverages.
Event is “21 and over” after 9 p.m.
All outdoor music will be done by 9 p.m.
All outdoor alcohol service will cease at 10 p.m.
All patrons must exit the parking lot/8th Avenue area by 10:30 p.m.
LTD security will assist the Police Department in clearing the event at closing
time at 10:30 p.m. The closing time should be prom inently displayed throughout,
so there is no confusion at the end of the evening when patrons are asked to
leave.
For the event, LTD will hire one uniformed police officer from 5 to 11 p.m. to
supplement their security staff as required by the Police Department. Monitorin g
of those consuming alcohol will be done by members of LTD and the Hopkins
Police Officer who have been hired to assist with the oversight of the event.
The Police Chief/Fire Chief or designee has the ability to direct the event
manager to control the level of noise and/or terminate the event at any time.
An application has been submitted for a tent permit to Fire Chief. LTD must
comply with fire code requirements.
Any mobile food unit must be licensed by the City Clerk. To date, Stanley’s On
Wheels has received a mobile food unit license for the event.
