AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING
Tuesday, April 4, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Hopkins City Council was
held on Tuesday, April 4, 2017 at 8:11 p.m. in the Council Chambers at City Hall, 1010
First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, Assistant
City Manager Lenz and Public Works Director Stadler.
The following updates were provided at the meeting:
Public Works
Public Works Director Stadler discussed landscape concerns from a resident at 235
West Park Road, Hopkins. Mr. Stadler gave an overview of the area of concern. Mr.
Stadler has been in contact with the City of Minnetonka regarding additional plantings
and will meet with the homeowners to discuss their concerns and possible solutions.
There was discussion regarding maintenance of the new plantings. Mr. Stadler
commented that the City of Hopkins would have a vested interest in the plantings but
would not have an easement. Mr. Mornson asked if the out lot was buildable. Mr.
Stadler did not know if the lot was buildable.
City Council:
• Council Member Campbell commented that the City Council meeting agenda and
minutes on the City of Hopkins Website was not current. Staff will investigate and
update the link.
• Council Member Campbell commented that the new Zoning and Planning
Commission members need nametags.
• Council Member Campbell asked about location of the #NOoverdose publications.
. Council Member Gadd commented that there is no SWLRT Corridor Management
Committee meeting scheduled for April.
• Council Member Gadd gave an overview of the testimony presented by local officials
at the Transportation Finance House Committee.
• Discussion of comments on the Next Door App.
• Council Member Kuznia asked about a city empioyee clean-up day. Assistant City
Manager Lenz discussed the Engagement and Wellness Committee upcoming
events.
. Mayor Cummings commented that the Cultivate Mainstreet meeting was well
attended. Mayor Cummings suggested that meeting notifications be more specific if
it is a presentation or open house.
• Mayor Cummings discussed the Immigration Forum event.
. Mayor Cummings read a letter from the AARP Tax Aide service representative
complimenting the efforts of the Hopkins Activity Center.
. Mayor Cummings discussed the Hopkins Police Department fundraising bingo
event.
. Mayor Cummings discussed a meeting attended by cities along the SWLRT.
• Mayor Cummings presented at the Gethsemane Men's Ministry meeting and
received positive feedback and good questions.
• Bank of America is opening a branch by Ridgedale and Mayor Cummings will attend
the ribbon cutting on April 19
• Council Member Halverson would like to honor retiring attorney and former Mayor
Nelson Berg with a Proclamation.
• Council Member Campbell complimented the Community Development Department
staff for the Planning and Pint Event and Police Captain Husevold for the
Immigration Event.
Administration:
City Manager Mornson provided the following updates:
• Staff is interviewing candidates for the Finance Director position
. Retiring Finance Director Harkess will be recognized at the June 20 City Council
meeting
. Discussion of the Comprehensive Plan events and proposals
• Overview of the Citizen Academy Alumni event letter and agenda
. Review of the upcoming City Council summer schedule
. Kelly Doran Letter to the Editor in support of SWLRT was published in the Star
Tribune. Council tour of The Moline tentatively scheduled for April 25, 4:30 p.m.
• Discussion of the National and State League of Cities Conferences
Assistant City Manager Lenz discussed the May Day on Main event on Saturday, May
6, beginning at 3 p.m. Mayor Cummings suggested that flyers be made available at the
Avenues Garage Sale promoting the event.
Assistant City Manager Lenz discussed the Race Equity brochure that highlights what
City is doing regarding race equity.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by
Campbell, seconded by Gadd, the meeting was unanimously adjourned at 8:58 p.m.
