CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council
was held on Tuesday, April 18, 2017 at 7:00 p.m. in the Council Chambers at City Hall,
1010 First Street South, Hopkins.
Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson,
Gadd and Campbell attending. Staff present included City Manager Mornson, City Clerk
Domeier, Planning and Development Director Elverum, Finance Director Harkess,
Assistant City Manager Lenz and Fire Chief Specken.

PRESENTATION
III.1. World’s Largest Raspberry Update
Dr. Peterson of Hopkins Health and Wellness gave an update on the artist, design and
dimensions of the World’s Largest Raspberry sculpture. The sculpture will be located on
private property, secured into pavement with footings and will cost $55,000 and have
annual maintenance costs of approximately $1,000-2,000 per year. A private party is
funding the sculpture and the proceeds from the Hopkins Running of the Bulls event
would be used to offset costs. Surplus funds from the event would be donated to area
non-profits. Representatives from LTD Brewing gave an overview of the Hopkins
Running of the Bulls event scheduled on Saturday, July 8. The event will be part of the
Hopkins Raspberry Festival and will include an opening ceremony, a 1K run down
Mainstreet, prizes and awards. The event is a non-competitive, safe, family-oriented
event created to generate excitement for the Hopkins community. The World’s Largest
Raspberry sculpture will be presented at the Hopkins Raspberry parade and the official
unveiling is scheduled for August 5. A Board comprised of area businesses and civic
organizations participated in the event organization. There was discussion about the
Running of the Puppies portion of the event, an adoption opportunity with Underdog

III.2. Hopkins Fire Department 2016 Annual Report
Fire Chief Specken gave an overview of the Hopkins Fire Department 2016 Annual
Report. Chief Specken discussed call statistics, Duty Crew hours, fire incidents, fire loss
by property and mutual aid given and received. Fire Chief Specken commented that
there was an increase of 100 calls from 2015 and that 75% of the Duty Crew calls are
medicals. The Hopkins Fire Department average response time is 4.2 minutes. The Fire
Department has provided 800 hours of public education and the Chemical Assessment

Team (CAT) is one of the busiest in the state as it covers most of the metro area. Chief
Specken reviewed the 2017 goals including recruitment and retention efforts, updates to
the Emergency Operations Plan, training and mentoring of members to take Command
Staff Positions and the addition of mental health and PTSD programs. Chief Specken
thanked the Council, city staff and the citizens of Hopkins for their support. The Annual
Report is available at City Hall, the Fire Department and on the website.
There was Council discussion about fire inspections and Fire Department vehicles.
Chief Specken gave an overview of the plan review and inspection process and
commented that the Duty Chief and three Chief Officers carry medical supplies in their
vehicles and the staff can discuss the use of smaller vehicles to respond to medical
calls. Council asked that the Annual Report also be made available at the Hopkins
Library. Mayor Cummings thanked Fire Chief Specken for his leadership and the Fire
Department for their outreach and contributions to the City of Hopkins.

Council Member Gadd asked about Item 6 Extension of On-Sale Liquor License for LTD
Brewing LLC DBA LTD Brewing Co.; (CR2017-065). LTD representatives came forward
and gave an update on LTD’s Third Anniversary event on June 3, 2-9 p.m. The event
would include music, beverages and kid’s activities. The neighborhood would be notified
of the event. The LTD street café opens on May 1 and LTD will be open 7-days a week.
The LTD representatives thanked the City Council and community for their support.

NEW BUSINESS
VII. 1. Authorize the Sale of $11,795,000 General Obligation Street Reconstruction
Bonds, Series 2017A, and Call for Public Hearing Relating to Adoption of a Street
Reconstruction Plan
Finance Director Harkess discussed the funding for the 2017 Capital Improvement Plan
th
(CIP) street projects. The bonds purpose is to fund the road reconstruction and the 8
Avenue Artery project. Ms. Harkess provided an explanation of the non-bank qualified
bonds and potential bidders. Ms. Harkess commented that staff would be reviewing the
5-year street reconstruction plan with Council on May 16. Finance Director Harkess
explained the difference between Tax Abatement and General Obligation Bonds.

Finance Director Harkess explained that the General Obligation Bonds are for the
purpose of financing the Burnes Park improvement project and utility projects.
