04-18-2017 Work Session after City Council MeetingMINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, April 18, 2017 CALL TO ORDER Pursuant to due call and Tuesday, April 18, 2017 South, Hopkins. notice thereof a work session of the Hopkins City Council was held on at 8:01 p.m. in the Council Chambers at City Hall, 1010 First Street Mayor Cummings calied the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson and Assistant City Manager Lenz. The following updates were provided at the meeting: City Council: • Council Member Halverson will be attending the Cable Commission meeting on Wednesday. • Council Member Halverson discussed a resident concern regarding cut-through traffic on Westbrooke Way. • Council Member Halverson commented on a spelling error on the LTD staff report. • Council Member Kuznia will be attending the ResourceWest Gala. • Council Member Kuznia discussed an Interlachen neighborhood resident concern regarding the detour on Blake Road during the gas main construction project. • Councii Member Kuznia discussed a Park Valley resident concern regarding construction debris. Council Member Kuznia recommended that day-to-day construction issues should be addressed with the Bolton & Menk on-site representative. • Mayor Cummings discussed a resident concern regarding the $25/year fee for handicap zone signage. There was Council discussion regarding signage cost, the exclusive parking opportunity, staff time, and the application and renewal process. • Mayor Cummings discussed a Park Vailey resident compliment on how Bolton & Menk assured residents had access to their driveways during construction. Administration: City Manager Mornson provided the following updates: • An employment offer has been made to a new Finance Director with a tentative May 30 start date. • Recycling Tour information distributed to the Council for their review. • Comprehensive Plan interviews this week and a recommendation will be brought to the Council in May. • The City Manager wili be attending the League of MN Cities meeting in St. Paul. • Staff is meeting with the Hopkins Youth Hockey Association on Monday and the Council will be updated at the May 2 Work Session. • Council will tour The Moline on Tuesday, April 25 at 4:30 p.m. followed by Citizen Academy Alumni event at 6 p.m. • A bond request for Blake Road will be on the Council agenda in the fall.
