Minutes of the May 16, 2017 City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 16, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, May 16, 2017 at 7:01 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, City Clerk Domeier, Planning and Development Director Elverum, Depot Project Coordinator Guertin, Finance Director Harkess, Police Chief Johnson, Assistant City Manager Lenz, City Attorney Scott Riggs and Public Works Director Stadler. ADOPT AGENDA Motion by Gadd. Second by Kuznia. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATIONS Mayor Cummings commented that the presentation order has been changed from the agenda. 111.1. Proclamation Honoring Nelson W. Berg; (Memo) Council Member Halverson gave an overview of Nelson Berg's service and commitment to the City of Hopkins. On behalf of the Council, Mayor Cummings thanked Mr. Berg for all his contributions to the City of Hopkins and declared Friday, June 30, 2017 as Nelson W. Berg Day in the City of Hopkins. 111.2. Depot Youth Advisory Board Presentation Depot Project Coordinator John Guertin gave an overview of the youth oriented chemical free coffee shop. The Depot Youth Advisory Board Members came fonvard to discuss what the Depot means to them, why they joined the board and why they participate in the Depot. Each student shared a Depot statistic. Mayor Cummings thanked the students for their involvement in the Depot and commented about the incredible resource, safe environment and the opportunities to learn leadership and business skills. The Depot will celebrate its 20-year anniversary in 2018 and will keep the Council updated about the event. 111.3. Update from Hennepin County Attorney Mike Freeman; (Memo) Hennepin County Attorney Mike Freeman thanked the Hopkins Police Department for the good job they do and thanked the City Council for supporting the police. Attorney Freeman discussed Hopkins crime statistics. Crime in Hopkins has decreased and Attorney Freeman commented that overall Hopkins is a safe community. Attorney Freeman discussed racial justice, prison statistics, youth and the criminal justice system and gun violence. Attorney Freeman discussed the opiate epidemic and drug crime and commented on the importance of educating youth. Mayor Cummings asked about a HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 16, 2017 central registry for drug prescriptions. Attorney Freeman commented that there is a push at the state and federal level for stronger legislation. CONSENT AGENDA Motion by Kuznia. Second by Halverson. Motion to Approve the Consent Agenda. 1. Nays: None. Motion carried. PUBLIC HEARINGS V.1. Public Hearing for Property Tax Abatement Related to Public Infrastructure Improvements; (CR2017-068) In addition to City staff, a representative present for the item was Ms. Stacie Kvilvang, Ehlers, Inc. Ms. Kvilvang explained that the tax abatement is for public improvements at Burnes Park. Ms. Kvilvang gave an overview of the parcels from which the City's portior of the taxes will be abated. The parcels are adjacent to Burnes Park. Mayor Cummings opened the public hearing at 7:49 pm. No residents came forward to address the Council. Motion by Kuznia. Second by Gadd. Motion to close the Public Hearing at 7:49 pm. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion by Kuznia. Second by Gadd. Motion to Adopt Resolution 2017-038 approving property tax abatement related to public infrastructure improvements in the City of Hopkins. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. V.2. Public Hearing on Five-Year Street Reconstruction Plan & Resolution Adopting a Street Reconstruction Plan and Authorizing the Issuance of Street Reconstruction Bonds Thereunder; (CR2017-069) Ms. Kvilvang explained that the City is unable to meet the minimum assessment threshold for the 2017 and 2018 street reconstruction improvements and will need to HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS MAY 16, 2017 finance the project through the Street Reconstruction Bond process. Ms. Kvilvang gave an overview of the project areas, financing and use of the bonds. Ms. Kvilvang explained that the Council must approve the resolution with a unanimous vote and a referendum is not required but is subject to a reverse referendum. Mayor Cummings opened the public hearing at 7:53 pm. No residents came forward to address the Council. Motion by Halverson. Second by Campbell. Motion to close the Public Hearing at 7:53 pm. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. Motion by Campbell. Second by Kuznia. Motion to Approve Resolution 2017-039 adopting a street reconstruction plan and authorizing the issuance of street reconstruction bonds thereunder. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell Nays: None. Motion carried. ANNOUNCEMENTS • Council Member Gadd was awarded the MN JCI Hall of Leadership Award. • Mainstreet Day on Mainstreet, Hopkins: Saturday, May 20 from 9 a.m. to 4 p.m. .
