Award of Contract – SCADA System Upgrade Project; Stadler (CR2017-074)G�TY OF yOPKINs • '-•• 1 ; 1 � AWARD OF CONTRACT SCADA System Upgrade Project Proposed Action: Staff recommends adoption of the following motion: Move that Council award a contract to Telemetry and Process Controls, Inc. in the amount of $326,655.00 for the upgrade of the Citv's water and sewer SCADA system. Overview Bids were opened on June 1, 2017 for the SCADA Improvement project. We received four bids for the work, bids ranged from $326,655 to $420,943.00. The engineer's final estimate was $313,000. The low bidder was TPC, Inc., Oakdale MN at $326,655.00. The second low bidder was Primex at $382,529.00. After review of the bid and a recommendation to award from our consulting engineer, AE2S, City staff recommends an award to TPC, Inc. i"he ��ADA sys�em is the programmabie, PC-based moniioring �nd confroi sysfem Tor rhe water and sanitary sewer infrastructure. The system monitors water tank levels, activates pumps based on water levels, maintains communication between devices and sends out alarms, as required based on water levels exceeding certain ranges or equipment failure. The existing SCADA system was installed in 1996 with periodic updates since. Upon final complet�on and acceptance of the Work in accordance wifih_paragraph _ 14.07 of the General Conditions, OWNER shall pay the remainder ofi the Contract Price as recommended by ENG(NEER as provided �n said paragraph 14.07�. CCJNTRACTOR has obtained and carefully studied (or assumes responsibili�y for having dor�e so) all additional or supplementary examinations, investigations, explorations, tests, studies, and data concerning con�itions �surface, subsurface, and Underground Facilities) at or contiguous to the Site which may af�ect cost, progress, or performance of the Work or which relate to any aspect of the means, methods, techniques, sequences, and procedures of the construction to be employed by C4NTRACTOR, including applying the specific means, methods, t��hniq�aes, �egu�nces, and procedures of construction, if any, expressly required by the Contact Documents to be employed by CONTRACTOR, and safefy precautions and programs incident thereto F. CONTRACTOR does not consider that any further examinations, investi�gations, exp[orations, test, studies, or data are necessary for the performance of the Work at the Contract Price, within the Contract Times, and in accordance with the o�her terms and conditions of the Contract Documents, G.
