05-16-2017 Work Session after City Council MeetingMINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING Tuesday, May 16, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, May 16, 2017 at 7:58 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Assistant City Manager Lenz and Public Works Director Stadler. The following updates were provided at the meeting: Public Works • Public Works Director Stadler gave an update on Burnes Park construction. The construction company will break ground early next week and the projected completion is late September. . The installation of new play equipment at Maetzold Field has begun and Hilltop Park begins May 30. • Update on construction projects in Park Valiey neighborhood. City Council: • Council Member Halverson commented that the AT&T ribbon cutting is on June 1 at 12 p.m. . Mayor Cummings attended the Area Retired Educators luncheon, HBCA and MAC meetings. • Cody's Dash is Sunday, May 21. . Alice Smith garden ribbon cutting on May 25. . Hopkins Village Apartment ribbon cutting on May 24. • Memorial Day event in Downtown Park on Monday, May 29. • Cargill Learn Graduation on June 1. • Bellgrove homeowners annual meeting is on June 5. Public Works and Police Department staff will be in attendance. Administration: City Manager Mornson provided the following updates: . Thank you to Council Member Halverson for coordinating the recognition of Nelson Berg. • Discussion of a recognition on the June 6 City Council agenda. • Update on the Pavilion project. The Hopkins Youth Hockey Association will be making a$50,000 cash contribution towards the loan and will be discussing prepayment of ice time. The June 6 Council meeting agenda will include the next steps in the process including the design consultant, Hopkins School District lease and contract for payment structure. • The Minneapolis Park Board will be demolishing existing clubhouse and installing a temporary building on Meadowbrook Golf Course for golf course sales. • Channel 5 will be revisiting the hit and run incident on 17th Avenue and Mainstreet. . Discussion about the State of the City event. • Update on the Doran and Artery construction phasing and move in dates. • Council consensus is to move a Park Board Member into the Zoning and Planning Commission vacancy. Council would like to reach out and recruit Park Board candidates of diversity. There was a suggestion to reach out to the Multicultural Advisory Committee and the Blake Road Corridor Cooperative. Council is willing to speak to groups about what it means to be on a board or commission. Mayor Cummings will keep the Council updated about the recruitment and application process. • Staff recommendation is to hire Bolton & Menk as the Comprehensive Plan consultant. • The financial software will change the wording on billing statements from adjustment to penalty. • Discussion of the Charter Commission. The first meeting in July will review the Charter and the second meeting in September will make changes to the Charter. The City Attorney will be recommending changes and the Councii should review the Charter and provide feedback to staff by the first meeting. There was discussion of Mayor Election terms.
