06-12-2017 Work SessionHOPKINS CITY COUNCIL WORK SESSION PROCEEDINGS JUNE 12, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular work session of the Hopkins City Council was held on Tuesday, June 12, 2017 at 6:30 pm. in the Raspberry Room at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Member Campbell, Gadd, Halverson and Kuznia attending. Staff present included City Manager Mornson, Center for the Arts Executive Director Anderson, Finance Director Bishop, City Clerk Domeier, Planning and Development Director Elverum, Finance Director Harkess, Police Captain Husevold, Police Chief Johnson, Assistant City Manager Lenz and Activity Center Coordinator Newville. HOPKINS ACTIVITY CENTER UPDATE Hopkins Activity Center Coordinator Newville gave an update on the Hopkins Activity Center mission, purpose, programs, partnerships, memberships, attendance, revenues, future endeavors and staffing. There was Council discussion regarding the older adult population, programming ideas and travel programs. Ms. Newville estimated that older adults make up 17% of the Hopkins population. Ms. Newville commented that the Activity Center staff stay abreast of programming trends through networking with the National Council on Aging and Minnesota Association of Senior Services organizations as well as reading articles and engaging in conversations with other professionals in the field of aging. Ms. Newville discussed the Activity Center's support of the Dementia Friendly Community Initiative and that travel programs are well attended. The Hopkins Activity Center participates in the Adopt-A-Park program at Clocktower Plaza and Downtown Park and continues to manage the Buy-A-Brick program. Ms. Newville commented that her hope for the future is the City's continued pride in their senior program. Mayor Cummings thanked Ms. Newville and Activity Center staff for all they do for the Activity Center, a popular and important part of the City. RACE EQUITY UPDATE Assistant City Manager Lenz discussed the Race Equity and Diversity training mission, vision, goals and action steps and how it relates to the work Hopkins is doing to reach out to the diverse population and continue to provide exceptional services. Staff discussed the following City organizations: Government Alliance on Race Equity (GARE): Ms. Lenz discussed the organization's purpose to be a resource, educational tool and internal organizational mechanism. Ms. Lenz reviewed the GARE team and GARE's national best practice strategies. Hopkins Race & Equity Initiative (HREI): Ms. Lenz discussed the HREI purpose and events. Joint Community Police Partnership (JCPP): Chief Johnson gave an overview of the JCPP, a multi and interagency effort. Chief Johnson discussed the communities involved in the grant-funded initiative, the safety camp events and five key elements of JCPP. Captain Husevold discussed cultural awareness, community trainings and dialogues. Community Liaison members act as a bridge between the police and the HOPKINS CITY COUNCIL WORK SESSION PROCEEDINGS JUNE 12, 2017 community. Captain Husevold discussed the JCPP purpose, community events and responsibilities of Community Outreach Liaison Julia Ross and the Hopkins Core Team. Multicultural Advisory Committee (MAC): Captain Husevold commented that the role of the advisory group is to address community issues. Ms. Lenz updated the Council on the Racial Equity Work Plan and discussed ways employees earn the required two credits of diversity training. Ms. Lenz commented that 90% of the employees have earned at least one credit to date. Ms. Lenz commented that staff is working on an Implicit Bias education component in the hiring process and improving communication and outreach opportunities. The Racial Equity brochure is available and summarizes what the City is working on as a community. Ms. Lenz discussed the employee Race & Equity Survey and gave an overview of the sixty-nine survey responses and that staff would continue to gather data and track progress. Ms. Lenz discussed the work plan and proposed all City leadership complete the Harvard Implicit Bias test and participating in a Beyond Diversity Training Workshop. A future component includes reviewing the Board & Commission recruitment process to engage more residents. Council Member Campbell commented that the review of the recruitment process should include engaging residents of different race, gender, age and abilities. Mayor Cummings commented that small group conversations are a good way to promote and engage citizens. City Manager Mornson commented that staff is looking at different ways to market to residents. Council Member Gadd commented on the Implicit Bias testing and the importance for leadership, board and commission members to understand their own biases. There was discussion about community conversations as a way to bring the community together and share what community has to say. Staff and Council discussed ways to involve youth on boards and commissions. Ms. Lenz discussed the future projects that are currently on-hold. Mayor Cummings commented that it is important to reach out to residents at places they frequent and through non-traditional means. Council Member Gadd is participating in the elected official training for GARE. Council Member Kuznia commented that the Race & Equity employee and community engagement process puts Hopkins in the forefront. Mayor Cummings asked about the JCPP staff position and MAC meetings. Captain Husevold commented that Ms. Ross is a good fit for Hopkins and that Council Members are invited to attend the MAC meetings. ART CENTER UPDATE Center for the Arts Executive Director Anderson gave an overview of the staffing, 2016 accomplishments, donations, memberships and sponsorships. The Arts Center has exceeded the 2016 budget goals and revenue continues to increase. Ms. Anderson discussed Visual Arts programming which includes ArtStreet, artist talks, open studio, social clubs and expanded art exhibitions. Staff is continuing to investigate other programming ideas and working hard to keep expenses down and revenue up. Ms. Anderson commented that staff is closely monitoring the concert schedule and HOPKINS CITY COUNCIL WORK SESSION PROCEEDINGS JUNE 12, 2017 attendance. Tuesday concerts have been eliminated for the 2017-18 concert season due to low attendance and the number of Saturday concerts have been reduced by two. Center for the Arts staff has been partnering with HBCA for the SummerFest event and continues to explore increasing corporate sponsorship and donations. Ms. Anderson commented that concerts are an important part of the Arts Center and that eliminating concerts could risk the loss of grant funding and membership. A decision on future concerts would need to be made by the end of 2017. Ms. Anderson discussed the Art from the Attic fundraiser on Saturday, June 17, 10 am- 3 pm. The Art Center received a large donation from Cargill and approximately 400 pieces of art will be for sale. Individual memberships are strong and staff is continuing to work on business sponsorships. An estate gift of $25,000 was received from the estate of Hazel Marsh. The May Day on Main fundraiser event took place on May 6, a partnership of the Hopkins Center for the Arts, Hopkins Activity Center, Hopkins Depot and Blake Road Corridor Collaborative. Ms. Anderson discussed the event, concert and fundraising activities. The net loss $3,483 was due to poor ticket sales of Jefferson Starship. The community event received positive responses and staff will continue to evaluate the fundraising effort. Ms. Anderson gave an overview of facility rental and leasing. Staff is proposing an annual increase for the Hopkins School District lease. The lease agreement will be on the Council agenda for finaf approval later this year. Ms. Anderson discussed Arts Center building improvements including a new HVAC system and JC Studio enhancements. Ms. Anderson discussed the 2018 projected budget and fundraising goals. There was discussion regarding the accumulated deficit and goal to balance the operating budget. Finance Director Harkess commented on the large Capitol Improvement Projects (CIP) in 2016 and 2017 and that going forward the CIP projects are smaller. Ms. Lenz commented that the goal is to reduce the deficit and plan ahead to fund capitol expenses. Council commented that it is important not to continue to add to the deficit but Council appreciates the importance of the Arts Center and the outreach efforts with the community. UPDATES • Mayor Cummings asked about offering residents a list of public places they could go to recharge devices during power outages. Staff will investigate. • Mayor Cummings commented on a resident request for a statement on the City's efforts of sustainability. • Mayor Cummings discussed the Park Board applications. There was discussion about using Citizens Academy participation as a recruiting tool but not a requirement to be on a Board or Commission. Farmers Market City Council Booth is on Saturday, June 17. • Discussion of a spring 2018 appreciation event for Commission and Board Members. . An Organics Survey will be in the utility bills and Hopkins Highlights. • Minneapolis Park Board Conditional Use Permit will be on the Zoning & Planning agenda on June 26 and City Council agenda on July 11. • Discussion of the League of MN Cities Conference. • June 20t'' City Council agenda items. . June 20'h Work Session after City Council will be held in the Raspberry Room.
