06-06-2017 Work Session after City Council MeetingMINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING TUESDAY, JUNE 6, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, June 6, 2017 at 8:16 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, Planning and Development Director Elverum, Assistant City Manager Lenz, City Attorney Riggs and Public Works Director Stadler. The following updates were provided at the meeting: Community Development Planning and Development Director Elverum gave an update on the Meadowbrook Golf Course clubhouse. The Minneapolis Park Board would like to install a temporary trailer in replace of the existing clubhouse. The temporary trailer is not allowable as a use and staff has ADA and public safety concerns. The Minneapolis Park Board has not submitted plans for a permanent building. There was discussion about ADA access, building code issues, public safety, length of use and zoning. City Attorney Riggs has reviewed the situation and commented that a temporary contract with an expiration date could be written. Ms. Elverum commented on the aesthetics and safety of the temporary trailer. Staff has heard that the Minneapolis Park Board has plans to open the golf course next week. Ms. Elverum gave an overview of the clubhouse location in Hopkins and discussed placement of portable restrooms. Council Member Campbell discussed concerns about the length of time of the temporary clubhouse and safety concerns. Council Member Kuznia commented that the trailer is located far enough back from property lines, that an ADA ramp could be installed and that the end timeframe for the temporary trailer should be the end of the 2018 season. Council Member Gadd commented on the need for a timeframe for the temporary trailer. Mayor Cummings wondered if the Park Board had the funds needed for the golf course restoration and clubhouse. Council Member Halverson commented that the end date for the temporary trailer should be at the end of the first season. City Attorney Riggs commented that the interim structure would need to meet conditional use permit standards and the zoning code. The structure is subject to a formal application process that has not been started. Allowing a structure without going through the process is a risk to the City of Hopkins rather than Minneapolis Park Board. City Attorney Riggs commented that the Minneapolis Park Board has already contracted for the temporary trailer. Mayor Cumming commented on the concern about the late start by the Minneapolis Park Board on the planning process for the structure considering the course has been closed for three years. City Manager Mornson commented that the official application process would put the timetable to August and delay the golf season. Public Works Director Stadler commented that there is public demand for the golf course to be open. Council Member Campbell commented that City residents would need to go through proper channels and the permit process. Council Member Campbell commented that the Minneapolis Park Board needs to go through the process and does not agree to a temporary trailer on the site. Council Member Gadd commented that the Minneapolis Park Board needs to follow procedures with a maximum timeframe of 2 years for a temporary trailer. Council Member Halverson commented that the Minneapolis Park Board needs to follow proper procedure and does not agree to a temporary trailer on the site. Council Member Kuznia commented that it is important to open the course but would restrict the temporary trailer to an 18-month timeframe. Mayor Cummings commented on the Minneapolis Park Board's disregard of the Citys formal process and she would be concerned if they would comply with the terms of the agreement. Mayor Cummings stated it is the responsibility of the Minneapolis Park Board to follow procedures. Ms. Elverum commented that staff would contact the Minneapolis Park Board and keep the Council updated. Public Works Mayor Cummings asked about installation of permanent stairs near the middle of the Downtown Park stage due to overcrowding and safety issues. Public Works Director Stadler will investigate. Council Member Halverson commented that a resident was concerned about the length of the stoplight timing at 12�h and Mainstreet. Public Works Director Stadler will investigate. City Council: • Council Member Campbell was contacted by a Boy Scout regarding the rights and responsibilities of citizens. Mayor Cummings met with the Boy Scout. • Council Member Campbell is unable to attend the 169 Mobility Meeting on June 22. Council Member Campbell will forward the agenda to Council Member Kuznia. • Council Member Gadd discussed a resident concern about the lengthy commutes due to road construction. • Council Member Halverson discussed a Park Plaza resident concern. Council Member Halverson referred the resident to the Inspections Dept. • Council Member Kuznia attended the Friends of the Mississippi rain barrel making event. • Council Member Kuznia attended the Alzheimer and Dementia meeting. There was discussion regarding training for front desk staff. . Council Member Kuznia discussed a resident comment on raising of the minimum wage in Hopkins. • Council Member Kuznia discussed a volunteer appreciation event for Board and Commission members. . Discussion Council Members attending the Hopkins Raspberry Festival Crown Town Dinner event. • Mayor Cummings met with a resident regarding alternative ways to reach out to the Somali community. Council will look at dates for a meeting. • Discussion of the Park Board applications. • Mayor Cummings commented that the Memorial Day event was well attended. • Mayor Cummings attended the Cargill Learn Graduation. • The Hopkins School District has strong candidates for the Superintendent position. • Mayor Cummings attended the AT&T ribbon cutting. • There was good turnout for the Belgrove Neighborhood Annual meeting. . Mayor Cummings attended the Southwest Mayors meeting. • There was discussion of the Charter Commission. Council should send suggested changes to City Manager Mornson and City Clerk Domeier. Council Member Campbell commented that the Sun Sailor is the official newspaper to record public notices. Discussion of changing wording to publication rather than newspaper. Assistant City Manager Lenz commented that State Law requires the City to designate a newspaper. Administration: City Manager Mornson provided the following updates: City Council summer schedule. • The first Farmers Market City Council Booth is on Saturday, June 17. • Running of the Bulls event is attracting a lot of inedia attention.
