Minutes of the June 20, 2017 City Council Work Session following Regular Meeting Proceedings MINUTES OF THE CITY COUNCIL WORK SESSION PROCEEDINGS AT CONCLUSION OF THE REGULAR CITY COUNCIL MEETING TUESDAY, JUNE 20, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Hopkins City Council was held on Tuesday, June 20, 2017 at 8:29 p.m. in the Raspberry Room at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson and Gadd attending. Council Member Campbell was absent. Staff present included City Manager Mornson, Finance Director Bishop, Finance Director Harkess, Assistant City Manager Lenz, Public Works Director Stadler and City Engineer Stanley. Financial Management Plan Update In addition to City staff, a representative present for the item was Ms. Stacy Kvilvang, Ehlers, Inc. City Manager Mornson commented that the discussion will be a review of the Financial Management Plan (FMP) for the Council and staff as the 2018 budget process begins. Public Works Director Stadler discussed future street projects, an annual investment in Hopkins infrastructure. Mr. Stadler gave an overview of the street rehabilitation projects, remaining projects and estimated annual project costs. Mr. Stadler commented that most of the major streets have been improved. Council commented that the project map was helpful to show completed Hopkins street projects and projects going forward. Ms. Kvilvang commented that Hopkins has planned well for street improvement projects. City Engineer Stanley discussed the 5-year projections and commented that staff is looking toward the preservation and sustainability of streets. There was discussion regarding a possible future Mil and Overlay Assessment Policy. Ms. Kvilvang discussed the FMP, a guide for the budget process. Ms. Kvilvang gave an overview of the goals and results of the FMP. Ms. Kvilvang explained the projected and actual budgeting parameters and levy projections for 2017-2023. Ms. Kvilvang explained the reasons for the projected levy increases and commented that there are positive outcomes from a reinvestment in the City’s infrastructure and amenities. There was Council discussion regarding the increases in project costs. Staff discussed the project scopes, costs and the current construction environment. Ms. Kvilvang commented on the choices Council needs to make about projects and city services. There was Council discussion about the increase in project costs, expanded project vision, estimating costs of future projects and concerns from residents. City Manager Mornson commented that the expanded amenities often come from the public engagement process and that the improvements add value to the City. Mr. Stadler commented that some of the unique projects attribute to cost increases. Mayor Cummings commented that it is important to invest in the City and maintain the infrastructure but the Council needs to be aware and careful going forward with project costs. There was Council discussion that the long-range FMP budgets a steady increase rather than a large one-time increase and the types of services that residents receive for their tax dollars. City Manager Mornson commented that the FMP is a helpful tool and plan for the Council and staff to move forward and to set up Hopkins for a great future. The following updates were provided at the meeting: City Council:  There was discussion that the first Farmers Market of the season was well attended and Council received many positive comments at their booth.  Council Gadd discussed a possible applicant for the Comprehensive Plan Committee.  Council Member Halverson discussed a resident concern regarding smoking. Staff has addressed the concern.  Mayor Cummings discussed the new Tuesday Farmers Market located at Pizza Luce.  Mayor Cummings discussed a Park Board Commission application.  Mayor Cumming attended the McKnight Foundation meeting.  Mayor Cummings commented that Minnetonka Mayor Schneider received a Mayor’s Award. Administration: City Manager Mornson provided the following updates:  Discussion of the Comedy Club hours for liquor sales. Council agreed to extend the hours to midnight.  Discussion of upcoming vacation schedules.  Overview of the League of Minnesota Cities conference.
