06-20-2017 City Council MeetingHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 20, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, June 20, 2017 at 7:01 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, and Gadd attending. Council Member Campbell was absent. Staff present inciuded City Manager Mornson, Community Development Director Beekman, Finance Director Bishop, City Clerk Domeier, Planning and Development Director Elverum, Finance Director Harkess, Assistant City Manager Lenz, City Attorney Riggs, Public Works Director Stadler and City Engineer Stanley. ADOPT AGENDA Motion by Gadd. Second by Halverson. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd. Absent: Campbell. Nays: None. Motion carried. PRESENTATION Ifl.1. Raspberry Festival Presentation Lou Jean Gleason discussed the highlights of the 83�d Hopkins Raspberry Festival, July 8-16. The new kick-off event this year is the Running of the Bulls followed by many great events throughout the week. Ms. Gleason invited the community to join in the celebration of Hopkins. Mayor Cummings thanked the Raspberry Festival committee for all their time and hard work. 111.2. Presentation from the Auditors In addition to City staff, representatives present for the item were Dennis Hoogeveen, Principal and John Lorenzini, Manager of the audit firm CliftonLarsonAllen, LLC. Mr. Hoogeveen thanked the Hopkins finance team for all their work. Mr. Hoogeveen gave an overview of the audit results, financial statement, legal compliance findings and Government Accounting Standards emerging issues. Mr. Hoogeveen commented that the City of Hopkins had a clean audit report. Mr. Lorenzini discussed the highlights of the financial results and general fund revenues and expenditures. Finance Director Harkess discussed the audit timetable. Mayor Cummings thanked the Finance Department and Auditors for the audit report. 111.3. Recognition of Finance Director Christine Harkess; (Memo) City Manager Mornson recognized Finance Director Harkess for her 13 years of service to the City of Hopkins. Mr. Mornson discussed the highlights of Ms. Harkess' career and commented on her excellent customer service and great asset to the City of Hopkins. City Manager Mornson announced that her peers nominated Ms. Harkess as the HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 20, 2017 quarterly employee award winner. Ms. Stacy Kvilvang, Ehlers Inc. presented Ms. Harkess with a plaque for her service to the City of Hopkins. The City Council thanked and congratulated Ms. Harkess on her retirement and for her years of service. Ms. Harkess commented that it has been a privilege to work for the City of Hopkins and thanked the City Council, staff and her team members for their support. CONSENT AGENDA Community Development Director Beekman discussed the Business District Initiative, a grant program to support the downtown area. Motion by Kuznia. Second by Halverson. Resolution Approving On-Sale Wine and 3.2% Malt Liquor Licenses for Blazin' Wings Inc. dba B-Dubs Express; (CR2017-078) City Clerk Domeier discussed the staff report regarding the Liquor License application. Ms. Domeier gave an overview of the restaurant location and application approval process. The Police Department has reviewed the application and found no issues. The liquor license holder will be required to attend alcohol control training and be subject to alcohol compliance checks. Staff is recommending approval of the application. The General Manager of B-Dubs Express came forward and discussed the new restaurant format. Motion by Gadd. Second by Kuznia. Motion that Council Adopt grant an On-Sale Wine and 3.2% Malt Liquor Licenses to Blazin Wings, Inc. dba B-Dubs Express by adopting Resolution 2017-042 a resolution Approving an On-Sale Wine and 3.2% Malt Liquor Licenses to Blazin Wings, Inc. dba B-Dubs Express. Street Reconstruction Bonds, Series 2017A;(CR2017-081) In addition to City staff, a representative present for the item was Ms. Stacy Kvilvang, Ehlers, Inc. Finance Director Harkess and Ms. Kvilvang discussed the rating report, bids and bond sales. The bond sales finance the planned street reconstruction, Burnes Park and utility improvement projects. Motion by Kuznia. Second by Halverson. Motion that Council Adopt Resolution No. 2017-045 awarding the sale of General Obligation Street Reconstruction Bonds, Series 2017A, in the original aggregate principal amount of $11,795,000; fixing their form and specifications; directing their execution and delivery; and providing for their payment. Ayes: Haiverson, Kuznia, Cummings, Gadd. Absent: Campbell. Nays: None. Motion carried. VII.3. Award the Sale of $3,170,000 G.O. Improvement Bonds, Series 20176; (CR2017-082) Motion by Gadd. Second by Halverson. Motion that Council Approve Adopt resolution No. 2017-046 awarding the sale of General Obligation Bonds, Series 2017B, in the original aggregate principal amount of $ 3,170, 000; fixing their form and specifications; directing their execution and delivery; and providing for their payment. Ayes: Halverson, Kuznia, Cummings, Gadd. Absent: Campbell. Nays: None. Motion carried. VII. 4. Call for Public Hearing on Proposed Property Tax Abatement; (CR2017-083) Finance Director Bishop discussed the staff report. The Tax Abatement Bonds guarantee a portion of the Hopkins Youth Hockey Association loan and finance a portion of the Pavilion upgrade project. Mr. Bishop discussed the loan amount, project funding and commented that the Public Hearing would be on the July 31 City Council agenda. Motion by Kuznia. Second by Gadd. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 20, 2017 Motion that Council Approve Resolution 2017-047 Calling for a Public Hearing on a Proposed Tax Abatement. Ayes: Halverson, Kuznia, Cummings, Gadd. Absent: Campbell. Nays: None. Motion carried. VII.5. Joint Powers Agreement 2018 Street and Utility Improvements; (CR2017- 079) City Engineer Stanley discussed the 2018 Street and Utility Improvements. Mr. Stanley gave an overview of the project area, proposed improvements, funding and project partnership with City of St. Louis Park. The City Attorney has reviewed the agreement. There was Council discussion regarding the collaborative agreement. Mr. Stanley commented that the agreement was similar to other joint powers with adjacent cities. Motion by Kuznia. Second by Halverson. Motion that Council Approve Resolution 2017- 043 approving Joint Powers Agreement with the City of St. Louis Park; 2018 Street and Utility Improvements, City Project 2017- 10. Ayes: Halverson, Kuznia, Cummings, Gadd. Absent: Campbell. Nays: None. Motion carried. VII.6. Order Feasibility Report 2018 Street and Utility Improvements; (CR2017-080) City Engineer Stanley discussed the project feasibility report, proposed area and improvements. Mr. Stanley commented that the project would be full reconstruction of the streets and utilities. Mr. Stanley discussed the project timetable, costs, funding and tentative schedule. There was Council discussion regarding the neighborhood outreach. Mr. Stanley commented that the proposed construction project received a positive reception by the neighborhood. Motion by Gadd. Second by Kuznia. Motion that Council approve Resolution 2017-044 ordering the preparation of a feasibility report for the 2018 Street and Utility Improvements and authorizing Mayor and City Manager to enter into an agreement with Bolton & Menk, Inc. to prepare the report. Ayes: Halverson, Kuznia, Cummings, Gadd. Absent: Campbell. Nays: None. Motion carried. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 20, 2017 VII.7. Friendly Store Fronts Program; (CR2017-085) Planning and Economic Development Intern Kurt Howard discussed the Friendly Store Fronts Program to enhance downtown Hopkins. Mr. Howard reviewed the goals of program, cost and funding. The projects will be showcased at an Open Streets event on Saturday, October 14. There was Council discussion about promotion of the program. Mr. Howard commented that the City would promote and recruit businesses and involve the Hopkins Business and Civic Association. Mayor Cummings commented that the program demonstrates a continued investment in Hopkins. Motion by Kuznia. Second by Gadd. Motion that Council approve the Friendly Store Fronts Contract between the City and the Musicant Group and authorize staff to make minor revisions to the contract prior to signing. Ayes: Halverson, Kuznia, Cummings, Gadd. Absent: Campbell. Nays: None. Motion carried. The 83rd Hopkins Raspberry Festival is July 8-16, 2017. • The next regular City Council meeting is July 11. • Police Chief Johnson will be recognized as an International Association of Chiefs of Police 40 under 40 award winner.
