Minutes of the July 11, 2017 City Council Regular Meeting ProceedingsHOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 11, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was held on Tuesday, July 11, 2017 at 7:03 p.m. in the Council Chambers at City Hall, 1010 First Street South, Hopkins. Mayor Cummings called the meeting to order with Council Members Kuznia, Halverson, Gadd and Campbell attending. Staff present included City Manager Mornson, City Attorney Anderson, Community Development Coordinator Beekman, City Clerk Domeier, Planning and Development Director Elverum, Assistant City Manager Lenz, City Planner Lindahl, Fire Chief Specken and Public Works Director Stadler. ADOPT AGENDA Motion by Gadd. Second by Campbell. Motion to Adopt Agenda. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. PRESENTATION III.1. Appointment and Oath of Commissioner – Park Board Member Warsame (CR2017-088) Motion by Kuznia. Second by Gadd. Motion to appoint Mr. Warsame to the Hopkins Park Board. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. City Clerk Domeier issued the Oath and Mayor Cummings welcomed Mr. Warsame to the Park Board. III.2. Oath of Firefighters Fire Chief Specken introduced Hopkins Firefighters Arce, Ische and Puckett and City Clerk Domeier issued the Oath. The Firefighters were issued badges and regular member helmets. Mayor Cummings welcomed the Firefighters. CONSENT AGENDA Motion by Kuznia. Second by Halverson. Motion to Approve the Consent Agenda. 1. Resolution Encouraging the People of City of Hopkins to Attend the Grand Opening of the Minnesota State Capitol; (CR2017-087) 4. Approval of Temporary Liquor License for JCI Hopkins; (CR2017 -086) 5. Approve the 2017 Election Administration Agreement between the City of Hopkins and the Hopkins Independent School District #270; (CR2017-090) 6. Ratify Checks Issued in June 2017; (Memo) 7. Appointments and Reappointments of Board and Commission Members; (CR2017-092) 8. Resolution Authorizing Execution of a Joint Cooperation Agreement with Hennepin County for CDBG; (CR2017-091) Community Development Coordinator Beekman discussed the Community Development Block Grant (CDBG) funds. Ms. Beekman commented that the 2017-18 funds have already been distributed and that proposed budget cuts could affect the fund going forward. Mayor Cummings commented that residents of Hopkins are encouraged to attend the Grand Opening of the Minnesota State Capitol, a free event August 11-13. Ayes: Kuznia, Halverson, Cummings, Gadd, Campbell. Nays: None. Motion carried. NEW BUSINESS VII.1. First Reading: Ordinance Amending Section 1200.25 of the Hopkins City Code Pertaining to Alcoholic Beverages at Theaters; (CR2017-088) City Clerk Domeier discussed the staff report. The proposed changes to the hours pertaining to alcoholic beverage sales at theaters are based upon a request. Ms. Domeier discussed the liquor license classification, conditions and fee structure. The City attorney has reviewed the proposed ordinance change. Ms. Domeier discussed the limitations on the days and hours of the sales and requirement to post the hours of liquor sales. The second reading is tentatively scheduled for July 31 with publication on August 10. There was Council discussion regarding the license fee. Council and staff will review the fees prior to next year’s license renewal timeframe. Motion by Kuznia. Second by Halverson. Motion to adopt for first reading Ordinance 2017-1123, An Ordinance Amending Section 1200.25 of the Hopkins City Code Pertaining to Alcoholic Beverages at Theaters. Ayes: Halverson, Kuznia, Cummings, Gadd, Campbell. Nays: None. Motion carried. HOPKINS CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 11, 2017 VII.2. Conditional Use Permit for Meadowbrook Golf Course; (CR2017-093) City Planner Lindahl discussed the amendment for the Conditional Use Permit (CUP). Mr. Lindahl discussed the background and zoning of the property and commented there was an already existing CUP. The reason the Minneapolis Park and Recreation Board (MPRB) is seeking a CUP is that the existing clubhouse suffered irreparable water damage and a temporary clubhouse is necessary to open the golf course. Mr. Lindahl reviewed the location of the proposed temporary clubhouse and commented that the building site sits lower than the parking lot which will add to the screening effect. Mr. Lindahl gave an overview of the recreation use standards, general CUP standards and conditions, landscaping improvements and location of portable toilets. The Planning & Zoning Commission reviewed the application; there were no public comments at the meeting and the Commission recommended approval. Staff received four phone calls from the neighborhood and all the callers expressed support for reopening of the golf course. Mr. Lindahl gave an overview of the Development Agreement that was drafted by the City Attorney. Mr. Lindahl explained that the document expires upon removal of the temporary trailer from the site. Michael Schroeder, Minneapolis Park and Recreation Board Assistant Superintendent came forward to address the Council. Mr. Schroeder commented that the golf course would open in early August and close at the end of October. Mr. Schroeder commented that the existing clubhouse was unsafe and has been mostly removed. A deck would be installed on the temporary trailer and be ADA accessible. There was Council discussion about the timing of the permanent clubhouse construction. Mr. Schroeder commented that the 3-year timetable would provide MPRB time to secure funding and move through the planning and design process. Mr. Schroeder commented that MPRB would work closely with city staff and present the improvements to Council for approval. The new clubhouse would be constructed on the existing location with construction starting in early 2019. There was discussion regarding the need to possibly upgrade current water services to the property. Council asked about the notice of public hearing. Mr. Lindahl commented that per State Statute all homes within 350 feet of the property were informed. There was discussion regarding the average number of golfers. Mr. Schroeder commented that the trends show decreasing interest in golf but the MPRB is projecting approximately 30,000 rounds will be played on the course. There was discussion regarding the Development Agreement. The City Attorney commented that the language in the Development Agreement protects the City and he will review the MPRB insurance. Motion by Halverson. Second by Kuznia. Motion that Council Adopt Resolution 2017- 0138 amending the existing conditional use permit for Meadowbrook Golf Course allowing the placement and operation of a temporary clubhouse, subject to conditions. Motion that Council authorize a Development Agreement with the Minneapolis Park and Recreation Board contingent upon approval by the City Attorney and City staff. ANNOUNCEMENTS  Hopkins Farmers Market at 16 9th Ave. S.: Saturdays from 7:30 a.m. to 12:00 p.m.  Hopkins Farmers Market East at Pizza Lucé located at 210 Blake Road N.: Tuesdays from Noon to 5:00 p.m.  The 83rd Hopkins Raspberry Festival is July 8-16, 2017.  Celebration of Community Event at the Hopkins Center for the Arts: Saturday, July 15 from 10 a.m. to 3 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Campbell, second by Gadd, the meeting was unanimously adjourned at 7:55 p.m. OPEN AGENDA – PUBLIC COMMENTS AND CONCERNS The City Council did not receive any comments or concerns.
