Resolution Approving an On-Sale Intoxicating and On-Sale Sunday Liquor Licenses for the Caterers LLC dba The Caterers; Domeier (CR2017-094) July 31, 2017 Council Report 2017-094 Resolution Approving an On-Sale Intoxicating and On-Sale Sunday Liquor Licenses for The Caterers LLC dba The Caterers Proposed Action Staff recommends adoption of the following motion: Move to grant an On-Sale Intoxicating and On-Sale Sunday Liquor Licenses to The Caterers LLC dba The Caterers by adopting Resolution 2017-050 a Resolution Approving an On-Sale Intoxicating and On-Sale Sunday Liquor Licenses to The Caterers LLC dba The Caterers. Overview In accordance with City Code section 1200.28, the City Council will consider and allow for public comment on the application from The Caterers LLC (The Caterers) for On-Sale Intoxicating and On-Sale Sunday Liquor Licenses. The Caterers will be located in the former KFC building at 1728 Mainstreet. The liquor licenses will become effective upon all conditions being met in Resolution 2017-050 and will expire on June 30, 2018. The Police Department reviewed the application for the liquor license request and conducted a background investigation. The Police Department has no reservations in approving the licenses based upon the results of the investigation. As a liquor license holder, The Caterers representatives will be required to attend liquor control training and will be subject to alcohol compliance checks. Upon City Council approval of the liquor license request, the State applications will be sent to the Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division, for certification. The City’s building official and fire marshal will conduct final inspections before the City Clerk will issue the liquor licenses. NOW, THEREFORE BE IT NOW RESOLVED, by the City Council of the City of Hopkins as follows: 1. To grant and approve On-Sale Intoxicating and On-Sale Sunday Liquor Licenses to The Caterers LLC dba The Caterers for the premise located at 1728 Mainstreet. 2. These licenses are conditioned on the applicant’s ongoing compliance with its business plans that are on file with the City Clerk, including its ongoing operation as a restaurant, as that terms is defined in Minnesota Statute section 340A.101, and are further subject to the following: A. All terms and conditions of the City Code Chapter 1200 Sale, Consumption and Display of Alcoholic Beverages and Minnesota Statute 340A. B. Final inspection by the City Building Official. C. Final inspection by the City Fire Marshal. 3. The Mayor and City Clerk are hereby authorized to execute said license. 4. We foresee this quaint location as a unique addition to the Hopkin’s social scene offering conventional walk-in restaurant service, pop-up restaurant model where walk-in business is also welcome, event space for small-scale gatherings, celebrations, corporate meetings, and other special events/occasions. Our commissary kitchen is equipped to cater to off-site events of up to a maximum of 200 guests, or host up to 32 guests at our on-site restaurant. Meals will be regularly prepared in our on-site kitchen from scratch and served to seated guests. Initially, we intend to be open twice per week with regular hours to the general public. For this restaurant offering, no advance reservations would be needed. For instance, we would begin with offering Sunday brunch coupled with a Bloody Mary bar, and on Tuesdays would feature nightly drink specials coupled with a simple menu of revolving Happy Hour motifs such as Taco Tuesdays or build your own burger night. These two days per week will be published on our website, social media, and on signage at our location. The public will be able to see all our offerings including open restaurant times and theme nights and choose when to come. The Pop-up restaurant concept has become popular in the last few years, and we are excited to implement it as an integral part of our business model. It is a modern twist to the classic supper club concept. For instance, our chef creates a preset menu paired with wine or another spirit selection, which we then promote and presell at Eventbrite.com, and on our website, thecaterersmn.com. These events will also be posted on signage at our location. The goal is to reserve as many of these slots as possible prior to the event. Walk-in patrons without reservations are welcome if we have space available. A crucial advantage of a pop-up restaurant for a startup small business like The Caterers is that not only is it a novel and inviting meal offering that our guests will enjoy, it also allows us to more tightly control both our food and labor costs. By preselling the event, we are able to gain a concrete idea of the number of customers we can expect at our location, while still allowing a fluid and flexible menu. Also this model allows us to serve a Tour of the Mediterranean one week and a Taste of Thailand the next while our clients will enjoy the experience of a variety of new cuisines. Our goal is to host four to six such events per month. We intend to be an involved and active member of the local community and look forward to bringing 1728 Mainstreet back to life again!
